Karnataka's Accountant General - dead or alive?

Ever been to the CAG website? Its of interest because it provides useful data on how select government departments are doing with tax payer's money. Look at this report on NAL (National Aero Lab) for example, and see how CAG details NAL's failure to meet its targets. Or see this report on allotment of housing by DDA. Don't we wish Karnataka too had a CAG like body to audit the likes of BDA and BBMP?

Why are our cities suffering?

My take on why local level governance in cities like Bangalore and Mumbai are suffering while thriving in cities like New Delhi and to a lesser extent, Chennai.

Any good city needs local governance. This means having a strong mayor council in place and using revenues generated by the city to a substantial extent for the city's needs.

After the Mumbai massacre, everyone agrees that something has to be done about Pakistan, which without doubt was the passive platform for if not the active instigator of the attack, as it has been of so many terror attacks against India in the past.

The Mumbai attack could be a significant moment in our country’s history in an unexpectedly affirmative way. As we demand more of our politicians—and we must—it’s time to also demand more of ourselves. Maybe the latter needs to come first.

But not a single politician spoke of the real problem. There can be no change unless India is able to strengthen not its laws, as we have more than enough of these its security network. For this only two steps are necessary: end politicisation and rid the police and the intelligence and security agencies of corruption.

Jaime Lerner's Presentation at TED Talk (BRTS, design and city planning)

I stumbled on this nice TED talk by Jaime Larner. Jaime Larner is an architect and urban planner. He is well know for the BRT systems that he introduced in Curitiba (an industrial hub in South Brazil)as a mayor of that city. He is also know for converting the gridlocked commercial artery city into a spacious pedestrian mall(!!!).

Outer Ring Road project - work first, tender later?

It was a bit puzzling to spot this tender from BDA in newspapers last week. Dated Oct 15, it called for "Improvements to Service Road of Outer Ring Road from Marathalli underpass to Central Silk Board junction (missing bits)". At least on the tenderwizard site (click for all recent BDA tenders), there is no other older tender calling for improvements to these service roads. The puzzling part however is this. Service Road improvement work is already in full swing! In fact, I have been noticing digging work for over a month now.
