Building plan submission and clearance - all online!?

Spotted a news clip in Pune newspaper (ToI) this week that said - PCMC (Pimpri Chinchwad, a Pune suburb) is planning to make sanctioning of building plans an online process. So:

"At present, builders are required to submit the papers and the necessary documents pertaining to building plans to the PCMC. The civic body has now developed a software to scrutinise the papers once they are submitted on-line ... The software will help in checking all aspects of the building plans and confirm whether they comply with the building bylaws, TDR and FSI restrictions, etc."

Subversion of democratic process

The SEC/ NIC/ BBMP combo, entrusted with the job of preparation and maintenance of the electoral rolls and issual of the EPID cards, has once again proved itself unequal to the task. The resulting inaccuracy levels of the order of over 50% across the state, is causing serious subversion of the democratic process.

New e-procurement portal - transparency!?

I didn't know about this new e-procurement portal launched last year by the state government. Have a look here (site isn't setup right, watch the warnings). What should interest us most is "transparency". There is a section intended for "citizens", cool! But the citizen's page doesn't have much right now. A list of tenders is available, which shows up only two items. There is a news and information link too, but that leads to a third party commercial website.

While the Karnataka High Court is to be commended for its efforts in introducing innovations like ‘mediation’, a question that arises is why is it not doing certain simple things that can earn it considerable goodwill from the litigants.
