The Rotary Hall at Lavelle road the venue was almost full at today’s meet. Dr. Ramakanth who lost to Katta’s Son in the recent MLA election, Secretaries of resident’s welfare associations like Vishveshwaraiah Nagar, Ganga nagar, HMT layout and others were also present. Vidyadhar the former and KT Krishna Murthy the present presidents of India against corruption were also present.

The Lokpal bill [1] proposed by the government is only an advisory body without any powers. Jan Lok pal bill [2] as proposed by Justice Santosh Hegde which is on his website is more comprehensive and pro people. The purpose of the meet was to bring like minded people under one umbrella for the Jan Lok pal bill. Srinu aka Prithvi was among the organizers of the meet.

 

2. Justice Hegde on the Dias

Zero corruption is a Utopian dream at the best. We know about Monarchies, Dictatorships, and Rajas of medieval India. Finally we got our Independence from the British who ruled us for centuries. Democratic India was born. We were 40 Crores then to a present 120. After a great debate we opted for democracy with equal voting rights irrespective of cast, gender or creed. It was Morarji Desai who prevailed when we got the freedom in 1947.  Our country with 80% illiteracy decided to have one vote for one person. Present assembly is no way any way near to the one in 1947. We have mortgaged our right to choice to Money, cast and lust to power. 

The curse of Democracy is of course the poor turn out at the polling booths. With 40% voting one need to capture 25% of the 40% to win. With 100% voting the same 25% purchasing power cannot succeed. Our Failure of the Democracy is just because of this. 

The curse of Democracy is the non working of Parliament at a colossal loss of public money. 34 Crores of money spent for a day of parliament even when there are no transactions. The MPs get their allowances in any case. It is greed over need that is the spoil sport. 

Justice Santosh Hegde promised to publish a fitting reply to recent Veerappa Moily comments on his work efficiency. By the way Moily had taken Justice Santosh Hegde’s advice on many occasions earlier. The Lokaukta bill was brought in by Ramakrishna Hegde in 1986. But speaker is all powerful. The number zero though invented by the Indians is an invaluable invention has been made of zero value. Justice Hegde quoted from Mahabharata that who does not protest injustice [Draupadi Vastrabharana] is 25% guilty for abetting the crime. Our PM Dr. Doctor Man Mohan Singh is thus a gilty person. Society has lost at large. Lokaukta bill is a fraud. Start a mock fire, your seat is going to be hot in no time. SH promised to join fully after he retires. 

Prention of corruption act is enough. Procedural changes will do. 6 to 12 months the guilty should be punished. Hegde was of praise to his staff police. There is no embargo in bringing the black money back in to the country. Who is to bell the cat? Our country is controlled by a foreign country. They want us to play a blind mans game.

 Salient features of Jan Lokpal Bill

1.       An institution called LOKPAL at the centre and LOKAYUKTA in each state will be set up

2.       Like Supreme Court and Election Commission, they will be completely independent of the governments. No minister or bureaucrat will be able to influence their investigations.

3.       Cases against corrupt people will not linger on for years anymore: Investigations in any case will have to be completed in one year. Trial should be completed in next one year so that the corrupt politician, officer or judge is sent to jail within two years.

4.       The loss that a corrupt person caused to the government will be recovered at the time of conviction.

5.       How will it help a common citizen: If any work of any citizen is not done in prescribed time in any government office, Lokpal will impose financial penalty on guilty officers, which will be given as compensation to the complainant.

6.       So, you could approach Lokpal if your ration card or passport or voter card is not being made or if police is not registering your case or any other work is not being done in prescribed time. Lokpal will have to get it done in a month’s time. You could also report any case of corruption to Lokpal like ration being siphoned off, poor quality roads been constructed or panchayat funds being siphoned off. Lokpal will have to complete its investigations in a year, trial will be over in next one year and the guilty will go to jail within two years.

7.       But won’t the government appoint corrupt and weak people as Lokpal members? That won’t be possible because its members will be selected by judges, citizens and constitutional authorities and not by politicians, through a completely transparent and participatory process.

8.       What if some officer in Lokpal becomes corrupt? The entire functioning of Lokpal/ Lokayukta will be completely transparent. Any complaint against any officer of Lokpal shall be investigated and the officer dismissed within two months.

9.      What will happen to existing anti-corruption agencies? CVC, departmental vigilance and anti-corruption branch of CBI will be merged into Lokpal. Lokpal will have complete powers and machinery to independently investigate and prosecute any officer, judge or politician.

10.   It will be the duty of the Lokpal to provide protection to those who are being victimized for raising their voice against corruption.

This bill seems to be having all kinds of power coming to people, a great thought it is.

But at the same time, I am afraid whether any government will do anything about bringing this bill and passing this bill. They are just busy in passing bills like increasing their salary etc, Yeddy has just done this last week.

In a democracy the absolute power rests with the people. Santosh Hegde strongly advocates compulsory [100%] voting.  This and only this, will make purchasing enough votes to win, impossible for any party / Individual.

With a mere 40% voting Purchasing enough votes to win is affordable as of now.

In Bangalore, we are getting more and more volunteers every day.  

The two major events are

Dandi March 2 on this Saturday March 26th starting at 8AM in Sirsi Circle and ends at 11:30am MG Road walking through historic locations of Bengaluru associated with Freedom Struggle. Shri H.S.Doreswamy, 94, Freedom Fighter will flag off the march. The purpose of this march is to create awareness for Jan Lokpal bill.  This march is happening all over the world.

On April 5th, in support of Anna Hazare, 100 of us plan to sit for fast demanding Jan Lokpal.
We think this event will put pressure on political parties to enact the Jan Lokpal bill instead of the toothless Lokpal bill being proposed.

I agree, and I very much advocate for the compulsary voting. But then again, the buck stops with government, they have to first bring compulsary voting bill to house and then pass it, and we all know, while doing all these, all the ruling and opposition party, they all become friends. We really need a very huge protest against government to force them to bring in Jan Lokpal bill in reality.

I understand your genuine fears about succeeding in the burning issue of getting compulsory voting. However that is the purpose of the present struggle for Jan lokpal bill etc. This will be like a second Independence struggle. The first one was sphere headed by the Mahatma. Way back in 1947. If we the people want it, it cannot be stopped. I am not saying it is an easy task.

The new lokpal bill proposed by the civil society to make safeguards to prevent people who could.nt getin politics to make money do that by getting inside the institution proposed and making it  a larger avenue for corrupt practices instead of reducing corruption.
