Following are some of  the Demands / Memorandums submitted  by our Elected Representatives to  Railway  Minister for Karnataka for the Budget 2010-11

1. Request of Law Minister M Veerappa Moily for including the 120 km Yelahanka - Penugonda new line project in the coming Railway Budget. to Railway Minister. Railway Minister Mamata Banerjee who has promised to make provision for a 120-km new railway line between Yelahanka and Penugonda at a cost of Rs 212 crore in this year’s railway Budget

2. New Trains Requested : To introduce folloing new trains  : Bijapur-Mangalore via Gadag-Arasikere-Hassan-Sakleshpur route, Solapur-Mangalore (with AC coaches), Bangalore-Goa via Mangalore-Udupi-Karwar, Mumbai Chatrpati Shivaji Terminus-Mangalore through the Konkan Railway Sector, and a daily train between Bangalore and Nelamangala      

3. Developing Railway Stations : To develop Yelahanka, a 'D category' station near Bangalore, as a model station. The area had become part of Bruhat Bangalore Mahanagar Palika (BBMP) and happened to be the nearest railway station to Bangalore International Airport. Similarly, Devanahalli, Chikkaballapur, Gowribidanur and Doddaballapur stations should be developed as model stations,


4. New Divisional Railway Headquarter : Demand for locating the Divisional Railway headquarters in Gulbarga & including it under the South Western Railway http://www.thehindu.com/2010/02/02/stories/2010020252110300.htm

5.  Other New Train Introducing :  Proposal to introduce a new train between Solapur and Bangalore city via Gulbarga, Guntakal and other station

6. Demands by our Other MPs : Union Minister for Labour and Employment M. Mallikarjun Kharge and former Chief Minister N. Dharam Singh had submitted detailed memoranda pertaining to the demands of Karnataka. 

7. Ten New  Project Proposals by Karnataka State Govt :  Mr Jandhan  Reddy had informed that  5 new project proposal will be submitted to center for the coming budget out of 10

Can any one has idead about the Point No1:  120 km Yelahanka - Penugonda new line  project. How much is useful for the Karnataka state. Then imagine how much budget will be allocated (  Rs 215 Crore  required ). Then others on-going projects may not get sufficient funds in this budget, its again going to be Congress MP's from Karnataka vs BJP MP's, who will  win?????

Point -6  Why our elected representative are not giving brief about the Demnads submitted to Railway Minister.

What about other MP's, did any other MP's submit  Demand / Memorandums to Railway Minister???

Can Praja memebers throw the light on the coming budget.  We has discussed lot on CRS / Local Train for Bangalore,  Local Train for Mysore, Hubli-Dharwad,  Vision for Karnataka Railway.  We need to put thme into some action.

Now Dharwad MP Prahlad Joshi has   Demands following  for SWR. After holding discussion with SWR chief general manager Kuladeep Chaturvedi about the proposals from the SWR for the forthcoming railway budget,

1. Railway medical college in South Western Railway zone jurisdiction particulalry in Hubli

2. To include doubling of track between Hubli and Dharwad in view of increase in rail traffic

3. Proposals are to start another train from Hubli to Hyderbad

4. New trains from Hubli to Bangalore, Pune and Mumbai.

5. Shifting of all the SWR offices in Bangalore to Hubli and appointment of D group employees among others

Yelahanka-Penukonda new line

The 120km Yelahanka-Penukonda new line project must mean doubling of the line (presently, it's only a single line upto Penukonda. From Penukonda to Dharamavaram /Gooty /Guntakal Junctions, there are multiple lines).

This will be useful since many trains from the east (originating in Tamil Nadu) pass through one or more of these junctions on their way northwards or north-westwards. Thus, rail connectivity from Bangalore to North & North-west will improve.

A regular /daily train to Vasco /Madgaon /Goa is required from Bangalore. As of now, we have only trains thrice a week.

Now  R. Dhruvanarayan, MP  has submitted a memorandum listing out a few demands . 

1.  Separate rail link connecting Bangalore, Kanakapura, Malavalli, Kollegal, Yallandur, Chamarajanagar and Gundlupet,

2. Reinforcement of bridges between Mysore and Chamarajanagar,

3. Aaugmenting the number of coaches on trains plying between Mysore and Chamarajanagar,

4. Eextension of the Mysore-Dharwad, Mysore-Arsikere, Mysore-Chennai and Mysore-Bangalore rail services to Chamarajanagar.

5.  Minister of State for Railways Mr. Muniyappa  expressed his doubts over securing clearance for the Chamarajanagar-Mettupalayam railway line, given the concerns raised about the line’s effect on the eco-sensitive terrain

DRM of Hubli Division of SWR Adesh Sharma has said that apart from other proposals, the division had sent proposal for starting three new trains from Hubli.

1. Direct train from Hubli to Mumbai via Pune

2.  Inter-city train between Hubli and Guntakal

3. Train to Delhi from Hubli

4. Approval for Track doubling betwen Vasco & Hospet. on PPP mode

Any new railway zone to be

Any new railway zone to be formed in the state requires 500 km of new track and emphasis on laying new tracks especially in Gulbarga and Mangalore division should be a priority in this budgetand work executed on a war footing.

Chamrajanagar and Mangalore need to be connected to northen cities like Bellary ,Raichur,Bijapur and Bidar by new trains.Trains travelling through the length and breadth of the state tend to help people.

North Karnataka needs to be developed at  a rapid pace  because lots of people from north karnataka migrate to other cities espacially metros like hyderabad and bangalore for work  and trains from these cities atleast Passenger trains should be a priority.

Emphasis should be laid to develop stations like Karwar,Hassan,Chitradurga,Mantralaya Road.

Doubling  Between Tumkur and Birur on Bangalore Hubli Line & Electrification between Bangalore and Birur should be a priority.

Hassan Mangalore Rail Development Company Limited; which is the PPP for Mangalore Hassan Gauge conversion needs to take line doubling as a priority and sufficent funds should be released for the same on priority.

Only Double line will ensure better connectivity to coastal karnataka and connectivity to the coastal towns of Karwar,Udupi,Karwar.

Doubling will also facilitate demand for new trains upto Dharmastala and kukke subramanya in the state.

MP from Belgum Suresh Angadi has submitted letter to the Union railway minister Mamata Banerjee and Union minister of state for railways K H Muniyappa urging them to include some proposals under the annual railway budget 2010-11.

1. New railway track along Belgaum-Bailhongal (Kittur)-Dharwad- survey work has already been completed.
2. Up gradation of an existing

3. Survey work for the creation of new track linking Belgaum-Savantwadi

Need to find the secret of influencing Railways Decisions!

Dr.Sanjay and others,

It is very good that now we on Praja are discussing issues related to Railways. Here are my 2 cents on strategy to influence railways in Karnataka.

  1. Let us find the secrets of how decisions are taken in Railways?
  2. Need to determine what are the actual needs of the Railways in Karnataka? What railway line and network, train services, goods transportation etc. Not based on emotional, political and regional biases. But the real need of the state and its people.
  3. Do the gap analysis between what is ultimately needed and what exist today.
  4. Make a list of things and issues that is to taken up in coming months and years. It should be based on gap analysis done in step #3.
  5. Galvanized support and means to channelize the needs through the secrets of step#1.

To set the ball rolling and lets start with #1. Only railway officials can reveal the secrets of railway decision. For that we need to contact the SWR officials for the information. Might be good idea to organize a meeting SWR DM in Bangalore.

Meeting should be to build a relationship with local railway officials and learn how things works in railways. Also to learn their plans and how much local officials can do and what? List of demands later when SWR officials are little comfortable talking to people like us. Otherwise it will be another petition from public and will remain in files.

I agree with you, We Praja need to have good relationship with SWR GM & DRM's.  We need to understand their working & start the process.  

As I feel already Railway board has received more then 170 trains requirement, this was reveled during   Indian Railway Time Table Committee meeting at Puri ( Orissa ) on 28th Jan'10. This was to  discuss introduction of new passenger services as part of a pre-Railway Budget exercise,  ( reports of more new non-stop Duronto trains included )

The committee will basically carry out a feasibility exercise about introducing new trains. Its recommendations will then be taken up by the Railway Board for consideration in the Budget

Already demands for introducting new trains or extending would have been prepared by SWR for Karnataka & would have forwarded list of trains to be included.

Do any one has idea what Federation of Karnatak Chamber Of Commerce or Bangalore Chamber of Commerce and Industry (BCIC) has submited demands / Suggestion for Karnataka. 

You can see here  MCCIA Pune has submitted detailed demands and suggestions pertaining to Pune Division  for Railway Budget. Its been prepared very well considering all aspects.

Here they have asked for following trains which will be of interest to Karnataka :

1. Pune – Madgaon (Goa) Superfast Train via Miraj

 

2. Pune – Bangalore Inter-city Train leaving at 3PM & reaching the destination next day at 6am at both sides.

3. Pune Hubli super Fast Train via Belgaum. Starting at 6 am from Pune & reaching Hubli at 1:30PM and return journey at 2:30 arrival at Pune 10PM

4. Pune Mangalore via Panvel & Ratnagiri ( Konkan )

In this report, we can see clearly how Railways has provided Sub-urrban DMU Services in Pune to Lonavala and further investing in this.  They have seperate terminal for Local Trains at Pune.

Whats happening for Karnataka,   Why Railways  taking stand that Suburban / Lolcal Train services is subject of State Govt. They are running Local Trains with two tracks only.   SWRr has asked for Binny Mill Land & they may use this for new platforms to start new trains for long distance.  With Pune  is having less train tracks & platforms, they have excelent  Local Train Services.  With  Bangalore having major station SBC, YPR & KR Puram, Byappanahalli, still State , Center & SWR struggling to come to starting CRS

Note : We should do something on CRS.  Say file PIL at High Court of Karnataka with respect to HSRL, asking State & Centeral Govt to start full fledge CRS / Local Trains  or allocate sufficent fund for CRS and when Central & State Govt can fund the HSRL Rs 2500 Crore, why  not CRS with Rs 250 Crore???  As HSRL will take minimum 4-5 years & for airport only

You are right, 

lobbying groups of  KARNATAKA , Fed of Kar Chamber of Commerce,BCIC and pressure groups of all regions should CO ORDINATE and prepare demands which are helpful for development of the KARNATAKA as a whole. As Karnataka lags behind all other states RAILWAY LINE density , if more emphasis is given to KARNATAKA it will not be INJUSTICE to any other state.

@sanjayv, IDS and others,

Railways and its zonal/regional structure is very curious case compare to other federal departments like Posts, Telecommunications, Income Taxes etc.

Except for railways, all other central departments have their zones state wise, i.e. each state has postal zone catering to the state needs. You don't hear cries of disparities in the field of Post, telecommunications. Because each state postal zone takes care fo its needs. Like wise each State's telecom zone takes care of state's telecom needs. That experiments has shown success and given results.

But in case of railways, it is based on zones which is basically a cluster of 2-3 states. Every year there are demands and allegation of regional biases. Given this experience, railways would do a favor to the nation by restructuring its setup by going in for State based zones.

 Except for railways, all other central departments have their zones state wise

NHAI has no zones. Railways should be treated like road infrastructure. States should be allowed to have their own inside the state. Cities should be allowed to have their own inside the cities. The more you deregulate the more this can scale.

Thanks for the story, I will take this anyday. Private participation is a reasonable substitute but it is not devolution. They are following the NHAI model, but for roads one can still build roads and expressways in states without having to go to NHAI. Now we still need to have IR sanction for commuter rail lines etc. 

Good move, I should say Mamata has surprised me with her progressive actions. Didnt expect this from her. She is as far left as one can get in this ruling coalition. Concor monopoly has already been broken in cargo. I will wait for her to break the passenger monopoly as well.

As we have seen Bangalore International Airport with terms dictating to close HAL airport.  Here  not even single tender  was made available for competitive bidding. Even for HSRL, Center & State  contributing Rs2500 Crore.  In railway private will dictate terms that new tracks or no other tain can run along their corridor. Private can take the projects for execution and maintainence like NAMMA METRO,  then it will fuel the growth of railway.

Couldn't agree more with this !

The present zonal setup of railways is highly inefficient & is being used by political parties as a means to score points with voters. As good as her intentions may be, Mamata has not considered this & is talking about PPP without focus on addressing local needs for their own railway systems. After all, the railways have historically been close to the hearts of voters, & is a sector that can be moulded easily when needed for populist measures !

And I guess this has led to undue sufferings to the common man like pigsty facilities, broken roofs, flooded terminal buildings, inadequate checkin facilities, inefficient baggage handling, non-working carousels, improper information, urine and garbage filled inadequate parking areas, lousy maintenance, crowded approach roads etc

Is any one has aware of the Fate of Commuter Rail System ( CRS )  status in this coming budget.  This is required not only for Bangalore even for Managlore,  Mysore,  Hubli Dharwad.

Mr Sanjeev,

You have summarized the needs for Karnataka from railways well. However, you stand opposed to HSRL even though private parties are ready to invest their money & the city might benefit greatly with an excellent airport-city connection. Any form of privatization is also not acceptable to you. You complain that tenders related to services at BIAL have not been made public, when the reality is that users have been more than willing to pay UDF at BIAL to use the much better airport, with all it's clean facilities.

As I said earlier on another thread, it is an established fact that public monopolies are not very efficient, result in well known problems & end up in compromising quality & public interest. Typical problems are overpayment for purchases, graft /corruption, poor maintenance - though the extents can vary considerably.

Generally, some form of an institutional & business structure can actually work better. All it needs is clever application of well placed incentives that persuade private operators to concentrate on customer service.

A system that mixes public regulation with private operation is an optimal approach for acheiving a competitive & transparent system that is responsive to user needs.

There really is no point in carrying on with the vintage Indian baggage of huge public monopolies everywhere & wishing away the presence of private players. The time & purpose of public monopolies is over now, & we need to move ahead & get the best for users, without subsidies.

Our MP's should demand for electrification of Track from Bangalore to Gunthkal and  Yesvanthpur to Tumakur.  As currently electrification of  Lingampalli  to Wadi and  and Renigunta- Guntakal is in progress,    Railway minister will sanction surely from Guntakal to Wadi in this budget. If Karnataka gets the sanction, then this will bring the Bangalore to Delgi on Electric Track.  

Also Yesvanthpur to Tumakur will help to introduce Mysore to  Tumakur electric trains.

Indian Railway vs PVT

Dear Naveen,

I am not against private parties,   they can be in manufacturing, services which is exists in India and suppliement the Govt on going projects.

As can been seen in BIAL, no tenders were called for any work, all works were  taken by L&T, Siemens.  They have submitted project actual cost which is not true. Now Private  Promoters have sold their stake &  during execution same Stake holder has asked all concession / closing of HAL airport. Why private parties  are showing some signed agreement & not agreeing for openiing, when HAL airport is National asset.

As mentioned earlier also in differnet threads,  Project control by Govt & more then 50% investment from Govt  oganisation with project execution by the private parties . Even in case  of HSRL or BIAL,  Govt is investing  huge money on these projects with  terms dictated by private parties ( take the example of BIAL, Electronic City Flyover, speed of buses can not exceepd 30-35 KMPH ) & now HSRL private parties  will get all sorts of  Property development rights &  we will come to know only after the services starts, other mode of transport will not be allowed to  Airport.

Take the example of  Bangalore METRO,   as the projects is in Public domain and Owned by Govt with executed & to be opearted by private partiesm, this is an good example wher Govt & Private parties  co-exists & Finally Citizens gets benifited.

Mr Sanjeev,

Pre-conceived notions can lead to erraneous conclusions.

You seem to have pre-determined the opinion that govt must always invest over 50%, else they lose control of the asset. This is untrue. Assets like BIAL, BETL & HSRL (if it comes through) are still very much govt owned. It's just that they have been jointly funded & private parties roped in to bring in part of the finances for development & to operate for a certain period to recover their investments (& probably move away, after that).

In order to bring in private funds into a venture, some concessions will obviously have to be made, & this is still welcome as better quality infrastructure gets created. It will never be possible for govt to invest over 50% in all cases, particularly infrastructure as the amount of capital necessary is staggering. This is true even in high income countries of the west, & more particularly in developing countries like India.

China is an example where huge volumes of development have taken place within a short period, primarily due to private sector funding. It would never have been possible for China to build so much so soon without reliance on private funding, whilst in India, we continue to debate about the demerits of private capital.

As for HAL - it is still there as it were & is in use by HAL. It still remains a national asset, & maybe sometime in the future, if necessary, it might be refurbished & used for commercial flights. So, there is nothing that has been lost at HAL.

BIAL with L&T, Siemens

Hi IDS

Its true that service at  BIAL is not suffered,  this is because terms of agreement with Govt stipulates  BIAL to maintain international standard.

in case of  BIAL  tenders,  all the works were excuted by  the Consoritum Parties at very high cost ( if competitive bidding was followed, cost would have been very lower ) and we are not expert to comment on what BIAL is carrying the loan burden with FII's and  what we are paying the  so called UDF could have been lower. When  next time revision of UDF comes, BIAL will lift hands sayig without incresing / or doubling  UDF  amount  , it will not be able to operate the Airprot.   This we will realize after some time,  we may agree or dis-agree on this.  

Consider if Govt had share of 50% initally in the BIAL ( it would have costed just  Rs400 Crore  &  now if  it had sold the holding in the market ( as done by other parties in BIAL ), Govt would have got  huge capital return which could have been used  for the  HSRL .Now state Govt will get  good capital retruns in  case of  coming up  Devanahalli  Business Park by  KSIIDC next to BIAL

This concept is follwed by Central Govt & even take example of BDA,  after some time Layout formation,  during auction BDA is getting huge  retruns which are used  for building city Infrastructure. 

Here its not the debate on Govt or Private.  What prioirty the Karnataka State & Center should consider in respect of all sections of  Society for projects.

OT but...

Don't pick and choose which part of Sanjeev's post suits you :).  

The process is as important if we don't want outcomes to be based on chance.  Yes BIAL has not suffered.  But there are equally valid opinions that it could have been a lot better.  L&T being a stakeholder giving contracts to itself could be seen as a serious conflict of interest.

Just curious - is the state as an entity prevented by law from building metro-like (mostly on-grade) "railways" connecting corridors or ringing metropolitan areas?
My dream: Karnataka invests in building ring / circular railways around major cities / metropolitan areas that connect the various suburbs and/or the surrounding towns. Travel using IR inter-state, seamlessly connect to circular on-grade suburban, reach your town, use bus or transfer to intra-city metro, use bus to reach home. Have specialized rakes for baggage like farm produce in the suburban railways so that a tractor-trailer can can directly enter a luggage section of the platform, unload hydraulically (or by other mechanical means), farmer pays for the baggage (much less than paying for private transport like lorry), unloads at a APMC scheduled stop of the suburban, sells his produce and returns home on the PT. True farmer-loving politicians ;-) should look at providing this convenience.
Much better (reliable, faster, cheaper?) to acquire approx. 2 (rail lines) + 2 (misc.) lane width for suburban railways than to acquire 8 lanes for PRR and encouraging private transport.

FKCCI Wish list for Railway Budget

Federation of Karnataka Chambers of Commerce and Industry (FKCCI) have put forth several demands as published in TOI :

1. Early forest clearance for 167-km Hubli-Ankola project

2. New lines between Talaguppa-Honnavar , Kudichi-Bagalokt , Bijapur-Shahabad , Dharwad-Belgaum , Gulbaraga-Bidar

3. Early execution of electrification of Guntakal-Gooty-Bangalore

4. Dedicated freight corridors along Bangalore and Chennai, Hubli-Belgaum-Mumbai , Hassan-Mangalore and along Hubli-Hassan-Mangalore

5. Make tri-weekly day service between Mangalore-Bangalore a daily

6. Convert multi-facility centre into worldclass stations at Hubli & Mysore

7. Convert existing stations at Belgaum, Gulbarga, Bellary, Mangalore and Raichur into Adarsha stations

But their is no specific demands by FKCCI,  list of demands are done just for the sake of it. They should have given  clear proposals & what FKCCI would like to contribute  by participating in Railway projects in Karnataka. They are coming out now when Railway budget papers would have been prepared & may be on the way to printing.

Committee has urged railway minister Mamata Banerjee to connect the major  tourist destination in Karnataka.

1. Extend the Dharwad-Mysore Express trains up to Solapur. This  will help connectivity to tourist places on the stretch like Gol Gumbaz (Bijapur), Kudalasangama, Badami, Pattadakal, Aihole (Bagalkot), Belur, Sharvanabelogola (Hassan) and Mysore

2. Train to be introduced between Hubli & Mangalore via Hasan

3. Gol-Gumbaz Express to be made daily

4.  Yeshwantpur-Nizamuddin Karnataka Sampark Kranti Express may be diverted via Hubli, Gadag, Bagalkot, Bijapur and Solapur which will reduce travell time by 3.30hrs as Dharwad & Belgum have got Goa Express to Delhi.

5. Services of Mumbai CST-Solapur Siddeshwar Express to be extended upto to Hubli

6. increase the frequency of Mumbai-Bijapur fast passenger to daily and extend it up to Gadag

7. night train between Gulbarga and Hubli and extension of Bagalkot-Solapur passenger to Hubli

Chief minister B S Yeddyurappa on Monday will present a wish-list to Union railway minister Mamata Banerjee, listing the states demands including that of new trains and railway lines :

1. The budget proposals mainly focus on streamlining the trains and its routes in North Karnataka region with a special emphasis on tourism

2. Hubli-Ankola railway line work to be started with Environment clearance.

3. Pune-Bangalore double line

4. Push-pull train between Hubli and Davanagere

Once again Electrification of  Railway Track is getting neglected.

Chief Minister Yeddyurappa has appealed to the Union Railway Minister Mamata Banerji to announce six railway projects for the State in the next budget.

1. Talaguppa - Honnavar ( 83 ) km

2. Shimoga - Harihar (84 ) km

3.  Kuduchi - Bagalkot (142 km)

4. White Field - Kolar (52 km)

5. Gadag - Haveri (84 km)

6. Tumkur - Davangere (210 km)

Government would share 50 per cent of the expenditure on projects to be sanctioned and land required would be allocated free of cost.
Why the Whitefiled -Kolar ( 52 Kms )??? , when SWR is not even increased the capacity of  Bangalore central to Whitefiled.  When Kolar to Chikaballapur Gauge conversion is in progress.  They should have asked for electrification of  Yelahanka to Chikballapur & then to from Chikballapur to Kolar

Budget should focus on building of new lines especially like munirabad-Mehboobnagar,Raichur-Gadwal and Gulbarga -Bidar.Only  completion of these lines will ensure that gulbarga gets the deprived railway zone.

Even similar expansion should be made towards mangalore zone on priority.

Its understood to have accepted a majority of the proposals from state chief ministers on new trains and enhanced fund allocations for ongoing projects

"She does not want to be seen as a Bengal-centric Minister and has made a conscious attempt to include most of the demands of various state chief ministers in her budget," said a source in the Ministry.

This Railway  budget should bring more projects to Krnataka which have been submitted.

Kindly go  thru the Analysis of Railway Budget in Vijay Karnatak in Kannada & English Edition. 

It gives clear  picture how Mamtha has applied brakes to K H Muniyaapa. Also its again Malathai Dhorani  for Karnataka.   I do not know how Chief Minister has welcomed the budget for Karnatak,  Only Track surveys annouced  withut any budget commitment.  What happened to ealier survey  of these  Tracks.   Now again these reports will go to Railway cubbord, its just to silence Karnataka People. We should not get fooled.

Duronto Services : Yeswantpur (Bangalore) -Delhi (AC) (Weekly). Here its good for Karnatak. What about the Train to Delhi via Gadag, Bijapur.

 Long Distance Trains :

1. Mangalore -Tiruchchirapalli Express (Weekly), why not from Karwar. When Mangalore night train extended to Kannur, this could have been extended toKarwar.  The news reports two days before gave idea that this will be extended to Karwar, /????

2. Shimoga-Mysore Intercity Express (Daily)  Its has made CM of Karnataka  to think  every thing has come to State.

3. Bangalore-Tirupati Intercity Express via Bangarapet (Tri-weekly)  Its good one.

4. Running of independent trains between Bangalore - Hubli and Bangalore- 6593/6594 Bangalore-Nanded Express.  Here their is no effect except the Number of Bearths & Travel time will come down.

 Passenger Trains :

1. Bangalore-Neelamangala Passenger.  Its good for Bangalore, This could have been announced under DMU services &  starting from Kengeri / Bidadi 

2. Bagalkot – Gadag Passenger. Its good one, already, this Train is running.

3. Hospet- Harihar Passenger (after gauge conversion).  Why not Hospet to Mysore Super Fast Tarin.

 

MEMUs : AP, Tamilnadu & Kerala have got  these services, No mention of Karnataka Bangalore / Mysore, roots.

DEMU Service : Ring-rail type service.  Why Bangalore  has not been included & what about Hubli-Dharwad, Mysore, Managlore.

Not even single Trains will benfit for Karnataka & further Bangalore City will get chocked.

Their is no mention of Managalore Day train increase in frequency,  also Chalukya, Jan Shathabdi & Mysore to Mumbai Sharavathi express frequency, what happened to these????

 Extension of trains

2777/2778 Yesvantpur-Kochuveli Express to Hubli (weekly). Here they could have introduced superfats train from Bangalore to Mumbai Via Hubli.

623/624 Mangalore-Kannur Passenger to Kozhikode, they could have extended upto Karwar???. when Mangalore night train extended upto Kannur last year, this could have been extended upto Karwar.

353/354 Dharwar-Gadag Passenger to Solapur . Its good one.

Nanded by delinking of 6591/6592 Bangalore-Hubli Hampi Express  6593/6594 Bangalore-Nanded Express. Here thier is no difference, as only travell time will come down & Bearth availabilty will improve.

What happened to extending trains all trains of Mysore to Chamrajnagar.

 Passenger Trains :

Undoubtedly so. But, what was the government doing? Shouldn't its role as the PPP partner, be to take care of functions it alone is in a position to handle, namely, land acqusition and regulation. The government here, perhaps, colluded with the private players to pocket some loot. How can you expect the business houses not to seize and exploit opportunities?

Given the rather complicated land ownership and acquisition rules prevailing, and the fact that government cannot by itself manage to raise the huge financial and technical resources required, PPP's are inevitable going forward also. And, it's time the government learnt to play its role properly.

This kind of step motherly attitude and eyewash sops have been  given to Karnataka time and again, No politician be it the ruling party or the opposition have guts to stand and say "Give what we want else dont need any this year". ONE express train to his hometown and the CM BSY is all praise for the rail ministry because he doesn't even know what the state has got and who is suffering and of all the big noise maker MoS Muniyappa has gone into hiding  reason he thinks that he has got what he want. People would have felt happy even if he had managed to get the Kolar - chikkabalpur guage conversion completed this year, thats the capabality of him. Shame on you Muniyappa.

Our CM is clueless as an administrator.  

I don't know if you read the report about the airstrips that were supposed to come up all over.  Apparently the government made the announcement last year that some 10 towns would get airstrips without understanding what it takes to do it.  The budget of Rs.5 crores/strip is now seen as grossly inadequate Am trying to source that.

There was also another analysis that what Karnataka needs is more doubling of lines and not more trains.

Then the other disaster of opening up forests for mining.  That of course is driven by our Bellary brothers who cannot wait till every bit of ore has been extracted from the ground.

No new doubling of  Track for Karnataka.

Birur-Shivani and Hosdurga Road-Chikjajur (76 km total) will ensure double track almost entirely between Birur-Arsikere. After completion of this project and Arsikere-Birur doubling the congestion on the Chikjajur-Arsikere sector (which sees heavy movement of freight towards Mangalore Port) will be taken care of.

Mangalore -Tiruchchirapalli Express (Weekly), why not from Karwar. When Mangalore night train extended to Kannur, this could have been extended toKarwar. 

Is/was there any demand from Karwar residents for a train to Tiruchirappalli/South TN?

Number of berths will actually go up as the number of coaches will increase.

This was mentioned in the 2007 budget, works on this were taken up and are nearing completion.

No new doubling of Tracks for Karnatak    : Here Birur-Shivani and Hosdurga Road-Chikjajur (76 km  total ). Birur Arasikeri doubling was included during last two budget & work is going on. Here  its more budget allocating to complete the work.  Now around 25 Km work is going to complete in this section along with Dharwad- Kambargatti, Hubli-Hebsur.  Then are we getting any new trains on this rrot  because of this, or is it meant only for heavy movement of freight.  Also Hospet to Londa doubling work has been sanctioned two year back only & work is progressing very well, so its not new project, only funds release : just 25 Crore released.

Here only doubling project line is  Hosdurga Road-Chikjajur  new announcement.   Also Harihar - Kottur line is getting ready by March'10 & we have track from Chikjajur to Chitradurga to Hospet.  When will the Railways will start Trains between Hospet / Bijapur to Mysore / Hassan / Managalore

You have made very good point   High percentage of expatriate and migrant population.  Do you feel Peopel of Karnatak who are working in Mumbai, Hyderabad, Nagapur, Delhi will  they need trains to Hubli, Managlore, Bangalore, Mysore.  Do you feel  people Karnataka  should visit Pilgrimage centers /  other parts of India like Jammu, Amruthsar ( what do you  feel Sikha population is not their in Karnatak ),  Rishikesh - Haridwar,  Shiradi,  Pandarpur    Also when  SWR was asked to run  Duronto or Super Fast Train to Mumbai via Hubli,   their is no mention on this But from Mumbai to Hyderbad & Cochin have got this train in this budget.  When Duronto to Culcutta can run 4 days in week, why not for Delhi 4 days in week, all trains to Delhi are over crowded,  this is way Kannadiga's to be treated??? Insted of increasing frequency  to Bihar, WB, they should have provided Super Fast  Train from Bangalore to Amruthsur, Jammu, Deharadun

By extending this Train to Karwar, injustice done last year to Karnataka on Managore Night train could have been done justice. Problem here is Managalore is not under SWR,  so  its been treated as part of Kerala / TN

6593/6594 Bangalore-Nanded Express  :  Except in increase of bearth & reduction of travell time,  should have been super fast train, express train only.

Also electrification arround Bangalore city no mention.  : We need Bangalore to Delhi  & Hyderbad Electric train Engine so to reduce travell time. So here they should have taken work from Yelahanks to Guntakal on priority with doubling of track. Also from Yesvanthpur to Tumakur should have been taken on priority.

MEMUs : AP, Tamilnadu & Kerala have got  these services, No mention of Karnataka Bangalore / Mysore : Already Electric Double Track exists between Bidadi  to  Yelahanaka & to Whitefield. 

Even  Bagalkot to Kudachi new track   got just Rs 5 Crore budget allocation  for the project cost of Rs 900 Crore. So you mean, this project should get completed in  50 to 60 years. Also the survey announced are of no use &  Railway will keep them safely in cubooard after Planning commision rejects them.

Their was demand to create two Divisions : Gulburga & Managlore under SWR, no mention on this.

Even States share in this railway budget allocation is 500 crore with providing Land for the projects free, Railways ihas allocated  just 700 crore, that means effectively railway has sanctioned 200 crore money for Karnataka.  Is  this not injustice for Karnataka???

So why is the step mother treatment  on this for Karnataka. Bangalore is IT capital of India, every person in IT filed in  India wants to work in B'lore but  this is what we receive in the end????  

When Mamatha can sanction Suburban Trains for Mumbai, Culcutta, Chennai,  even Banaglore is fifth largest Metro, why we need to put pressure for l Commuter Railway / Local Trains for Bangalore

BANGALORE: Minister of State for Railways K.H. Muniyappa on Saturday said he had directed Railway officials to complete the surveys in the State for 15 new railway lines announced in the 2010-11 Railway Budget, within six months, so that the routes found viable could be included in the next budget.

Similarly, work on five new railway line projects for which the State Government has agreed to share the cost, besides giving land free of cost, would also begin within six months, the Minister announced. He was speaking to presspersons here at the customary post-budget press conference. Mr. Muniyappa said Karnataka had got so many projects for the first time because of concerted efforts and coordination by his Ministry, MPs, State Government officials, Chief Minister B.S. Yeddyurappa and Railway Minister Mamata Banerjee.

Hi to ALL,

I have been travelling outside Karnataka very frequently from past 1 years and what I fell is the development which are taking place in Karnataka are very slow. They need to KICK FAST the development and projects whcih are pending.

Whole of Karnataka 1st should have the DOUBLE TRACKS, so the frequent corssing can be avoided.

Also Karnataka should think of IMPLEMENTING LOCAL TRAINS apart from METRO works which will really help public to travel faster than road and most important is goverment revenue will also increase.

Hopeing my suggestion will be taken into consideration.

Mumbai Karwar Railway journey extended to Mangalore from Aug 14

Mangalore : It could be an Independence Day gift for towards and home returning Mumbai workers. But this is a happy news in store for all passengers who travel between Mangalore and Mumbai regularly by trains only. The Mumbai –Karwar superfast Express service in now extended to Mangalore Central Terminal from August 14 on the eve of 64th Freedom Day, courtesy Central, Minister for Railways, K.H. Muniappa of Kolar. Bookings will open soon and there could be heavy rush on this line, in spite of opening of Kenjaru International Airport from Aug.2 for air services with Mangalore closer to the new airport (Bajpe closed) by 7 kms, at 15 kms away only. The track is that of Konkan Railway, which may come under Southern Rly in the next 2 years.
A west coast Railway Passengers Journey Development Committee met the Ministers on Wednesday
There is another sweet news, that Mangalore to Bangalore day train via Arsikere and Hassan may run daily by October 1. It may even be extended upto Karwar in Karnataka Muniyappa has promised. A sum of Rs. 4 crores has been released by state govt for renovating Byndoor Rly. Stn
Railway users committee chairman Hanumant Kamath adds that grants from union govt, which had not been released so far for the Konkan Railway development and passenger amenities are assured to be released soon by Minister Muniappa.
The Committee members Rajiva Gaonkar (V.P), K. Venkatesh Kini (Kollur Railway users’ union) Krishna Prasad Adyantaya (Kollur Temple), Jagdeesh Patwal (secretary), and treasurer Nagaraja Sheth, among others were present in the delegation that met Railway authorities in New Delhi. Local MPs DVS Gowda and Nalin Kumar Kateelu had done the spadework for better Railway services, and discussed these problems with Minster Muniyappa earlier, along with NK MP Anant Hegde Ashisara. The committee also met the 3 MPs on Thursday for clarifications. In New Delhi, the Committee members had met Oscar Fernades, AICC General Secretary and Rajya Sabha MP.
The two trains from Mumbai via Goa and Karwar to Mangalore and the Bangalore-Mangalore day train extended to Karwar will put the entire Karnataka West Coast on Railway Map and provide fillip to Mangalore city as only next to Bangalore in tourism / travel infrastructures this decade. This major development comes after forming New Mangalore Port Trust.

Injustice being meted out to people of costal Karnataka by extending Mangalore-Bangalore train up to Kannur instead of Karwar.

 
 
                         Bangalore-Mangalore-Karwar train was a ‘dream of decade’ of people of costal Karnataka people. Trains plying on meter gauge between two cities on Hassan and Mangalore line was dismantled on the eve of broad gauge conversion by Indian railways in September 1996- a uni-gauge policy adopted by Indian Railways. Lack of political will, funds shortage and bureaucratic apathy have delayed the completion of new broad gauge line and its operationalization. Work on gauge conversion made its headway only after 1999, during the time Karnataka Govt., arrived at an agreement with Indian railways, a central government entity and constituted a special purpose vehicle named Hassan-Mangalore Railway Development Corporation (HMRDC). State government became major partner with 45 percent of stake along with minor partners such as Mangalore Port. Works on gauge conversion was completed in the year 2006 and goods operations started in May 2006. One of the major objective was emphasized while forming HMRDC that, Hassan-Mangalore railway line will not only provide railway link to Mangalore alone but to entire costal Karnataka as well as Konkan areas from interior south parts of Karnataka
 
 
                     Bangalore-Mangalore night train via Mysore and Hassan since its introduction in December 20008 has continuously enjoyed high patronage from people all along the route preferably from people of coastal Karnataka, for whom this is the convenient medium to access the capital city. Train almost all around the year runs with all the berths filled
 
 
                    Ever since the introduction of Mangalore-Bnagalore train, the public of costal Karnataka urging railway ministry to extend the said train up to Karwar. Extending the train to Karwar will throw open and connect the coastal Karnataka places such as Kumata, Gokarna ,Bhatkal, murudeshawar, udupi, kundapura etc located on Konkan railway to Bangalore and southern Karnataka places such as Hassan and Mysore. Commercial Justification for the said service is clearly met. As the region is witnessing rapid industrialization process, sizeable public are visiting costal places from Bangalore/Mysore. Further at present there is no train service available from Banglore to costal belt of Karnataka. This will in fact reduce the regional imbalances prevailing  in Karnataka and  will be of developmental imperative as well. 
 
 
                Recognizing the need, South Western Railways in ‘Inter Railway Time Table conference’  held at 27/01/2009 proposed the matter of extension of train No. 6517-18 Yesvantpur-Mangalore to Karwar. Extension proposed to Karwar was  agreed to by Chief Transportation Manager’s of three zonal Railways of Southern, South Western and Konkan in the conference and sent for concurrence from railway board.
                    However, in the Railway budget 2009 pronouncement it was mentioned to extend the said train to Kannur instead of proposed Karwar. This decision was deeply disappointed the pubic of the region. 
 
 
                    Extending a ‘train with high patronage’ up to Kannur not only deprived people of coastal and hinterland of the state from getting accessed to train service to travel capital city of Bangalore but also created immense problems in the movement of people between two important commercial cities. There are thousands of people are traveling to Bangalore from costal Karnataka areas for official as well as personal works.   
 
              
                    
                                        Now it has come to light that, SWR has sent fresh proposal to Railway Board to consider a proposal of partial extension of train no 6517/18 up to Karwar by split coach arrangement. Under this arrangement a portion of the rake will be sent to Karwar and remaining to Kannur. It is also mentioned in the proposal that, it is not feasible to introduce new train in between Bangalore and Karwar due to ghat section constraints.
 
 
                     It is needless to mention in this connection that, the fresh proposal of SWR to operate the same train in between Bangalore and Kannur will truly benefit either region of the public. As the said train’s occupancy is poor on the extended portion (in between Banglore and Kannur), the service can be optimally utilized by partial extension of the said train service up to Karwar.

@IDS, I recently went to holiday in Karwar. The train options from Bangalore to Karwar via Mangalore are not very convenient. There would be long stopover at Mangalore. I took KSRTC both ways (approx 12hrs journey). SWR can also think of connecting Karwar via Hubli, Londa Jn. 7309 Ypr - Madgaon express can be also be split and one part can be made to travel southwards on Konkan railway from Madgaon.

State to share cost of all on-going railway projects

To ensure speedy implementation of railway projects, the State government has decided to share the cost of all ongoing projects undertaken by the Indian Railways in the State.

The Government will share 50 per cent cost of all non-cost sharing railway projects (without the financial support of the State) and cost sharing will be done based on the present status of these projects.

For instance, if the Railways has already completed 20 per cent of a project, the remaining 80 per cent cost will be borne equally by the State and the Railways in coming days.

Presently, the Railways is implementing four projects without the support of the State. They are: Bangalore-Hassan, Kadur-Chikmagalur (both new lines), Arasikere-Birur (doubling) and Kolar-Chikkaballapur (gauge conversion). These projects have suffered delays, mainly due to paucity of funds.

The Government and the Railways have already jointly taken up six railway projects under the cost sharing system in the State. Besides, the Government has proposed four other projects to the Railways to be taken up under the same system.

Bangalore-Hassan line (166 km), for instance, has been delayed by nearly 15 years. The project was sanctioned in 1996 when H D Deve Gowda was the Prime Minister. But the Railways is still in the process of land acquisition. This new railway line has been proposed to pass through Shravanabelagola, Yediyur, Kunigal and Nelamagala.

The project will not only ensure a direct link to Mangalore, but reduce the distance to the coastal city by about 40 km. The Kadur-Chikmagalur line (93 km) too was sanctioned in 1996, but the work is yet to take off.

The Kolar-Chikkaballapur gauge conversion, which has been delayed by five years, is expected to help the development of backward Kolar district as the line will connect to the Bengaluru International Airport, officials said.

“The State badly needs a good railway network to boost its economy. Though a number of new projects have been taken up, there has been delay in their implementation especially those completely financed by the Railways. Hence, the Government decided to extend a helping hand to the Railways by way of sharing the cost. We hope that the four projects will now be completed in next two years,” Infrastructure Development department Principal Secretary V Madhu said.

Karnataka is lagging far behind other states as far as railway connectivity is concerned. The State has 3,250 km of railway network, as against 4,131 km in Tamil Nadu and 5,172 km in Andhra Pradesh. Similarly, the State has average 16 km of railway line per 1,000 sq km, as against 32 km in Tamil Nadu and 20 km in Andhra Pradesh. The national average is 20 km.

Burden

The Government, sources said, has to bear a burden of estimated Rs 300 crore by its move to share the cost of the four non-cost sharing projects. The State has set aside Rs 600 crore for railway development in 2010-11 budget, including ongoing and proposed projects.

This apart, the Government has decided to provide land for the proposed railway projects free of cost. So far, the Railways used to acquire the land for all the projects. “Land acquisition is another main reason for the delay. We want to clear this bottleneck too,” Madhu said.

When will Sharavanabelagola Bangalore line will be completed

A train service has been announced in last before year's budget between Mangalore Central and Shravanabelagola.  Still this train is not operational.

 

Shravanabelagola was supposed to be linked with Bangalore.  This project is in a limbo because of alignment issues at Kunigal.

Railways can think about constructing a station by avoiding Stud Form and calling it as Kunigal Station and has to take steps for early conversion of this link.

 

Since Bangalore has grown up, the people who are living in far flung areas as well as aged people, women and children find it difficult to reach station for availing early morning train facilties.  In view of this Railways should think about introducing trains starting between 8:30 AM - 9:30 AM and reaching destionations such as Hubli/Belgaum, Mangalore, Shimoga, Hubli, Chennai, Coimbatore by evening and vice versa.

This Hassan Bangalore line was started during Devegowda's PM time,  hope to see it opened  while he is alive.

Today's paper,  Blore Rural Dist. Commissionar has notified land  at Nelamangal  for Railway line to Hassan ( its samll area notified ).  This shows, their r serious land problems as the compensation declared with old rates ( 10 yrs down ). 

Due to highly subsidized passanger fares of IR,  major portion of infrastructure project work seems to be slowed down past couple of months,  this will further worsen  as fares will not be increased, thanks to Mamata & Lalu 

Its very much surprising to see that JDS 3 MP's do not even demand for early completion of this segment,  their r no strong letter written by three MPs or no follow up with either state or IR.

Aiming to speed up the work on Pune-Nashik rail link, the Maharashtra government has decided to contribute 50 percent towards the cost of the Rs.1,900 crore project. Officials said that besides the Pune-Nashik link, the state government will also shell out 50 percent of the project cost for the critical Rs.928-crore Karad-Chiplun rail link. - - - This would help connect the western Maharashtra and the coastal Konkan region, separated by the Western Ghats. The decision was taken at the state cabinet meeting presided over by Chief Minister Prithviraj Chavan here Wednesday.

Shouldn't Karnataka also be following this route, for the many rail links (as well as track doubling, etc) required in the state, rather than wait indefinitely for a person from Karnataka becoming the Railway minister?
