Indian Politics needs the brightest of minds

Why dont the Indian politicians USE the brightest of minds available around? Why should they themselves struggle to be one? So arent people like Nandan Nilekani doing work without being a politician? Why cant we create more such orgs/cmmtes/SPVs/forums etc. Transition from dumb to intelligent will take long and the rest of the population has to scale up to getting intelligent people in power, We cant afford to wait that long
