CRS could commence if Binny Mill land is given: Kharge

Railway Minister Mallikarjuna Kharge on Saturday urged the State government to hasten acquisition process of Binny Mill land abutting the City Railway Station so that the Railways can make a beginning with the Commuter Rail System (CRS) for Bangalore.

Speaking after flagging off the Yeshwanthpur-Mangalore Weekly Express here, Mr. Kharge said the Railways has already parted with its land to facilitate construction of the Okalipura signal-free corridor. Now it is for the State to reciprocate and complete the process of exchange of land. The government has already issued the final acquisition notification and the formality of handing over it to the railways is remaining, he said.

Citing Saint Kabir, who said whatever is to be done tomorrow is to be done today and what is to be done today should be done immediately, he asked the government to do the job immediately. The three-acre 16 gunta Binny Mill land could help the Railways to expand the City Station operations and introduce more trains besides catering to the requirement of the CRS, he said.

Speaking earlier, Karnataka Food and Civil Supplies Minister Dinesh Gundu Rao, who represents Gandhinagar constituency in which the City Railway Station falls, urged Mr. Kharge to upgrade the station to world-class standards. Bangalore is an international city and requires world-class station too, he said. Mr. Rao also urged Mr. Kharge to commence CRS in association with the State government.

Voicing the concern of railway colony residents, who are also his voters, Mr. Rao urged the Minister to get a sophisticated community hall constructed for the residents. The existing one is not in a good condition and a new one is required for family and social functions of the residents, the Minister said.

On saturday afternoon,  Sudhershan Mantri met Minister Dinesh Gundu Rao at Vidhan Soudha  on the Bangalore Suburban Rail.  He explained him on the existing status.

Thanks Sudharshan for your this efforts.

It seems GOK is  making some progress on this and  finally taking posession of 3 Acers of Binny Mill Land for SWR with cost of 60 - 70 Crore.  Cabinet decision is in the process  for the same and soon this land will be given to SWR.

Also Dinesh Gundu Rao minister is serious about  getting CRS / Suburban Rail for Bangalore.

With this  Railway should   come forward and DPR should be submitted soon and SPV to come existence.

Some thoughts on why CRS is not progressing

As the indications coming out,  Failur of political push  for the CRS has not seen the  light of the day.

Even earlier Yeddi Govt had allocated Rs 500 Crore and which ermarked of the CRS  has been diverted  later and now hardly any funds been allocated for CRS.

Binny Mill Land is just an excuse!

The Biiny Mill land is just an excuse that Railways have been using for last many years. If they had really wanted to improve the 'City Railway Stations' they could have done by any means. The attitude of our MAL/MPs makes them untouchables/unquestionable?

There are many alternative things one can do at City Station.

  1. Parking, Railway Parcel Office on Mysore Side Platforms can underground/overground to make some space for extended platforms.
  2. Merging of Yeswantpur and Cantonment lines before entering the City Stations. That will allow all trains to access all the platforms from YPR/Cant side.
  3. Extension of station towards good shed road with suitable remodel/acquiring the Choultry/Commercial space sitting next to the exiting station.

Inter-party politics out in open!

Shri. Kharge's outburst against state government for not releasing the state share of money is seems to prove that it is really a manifestation of 'Inter-Party' politics going on between CM and the Railway Minister. Though he is right about the state not providing the money, Mr. Kharge could do a favor to tell us how come in other states railway is funding 100% and projects are completed on time.

The present state government can not escape the blame for not taking interest in railway projects due to these 2's politics/personality clashes. Why should the state projects suffer?

We are not bothered about their internal problems, but really worried about projects getting hostage to their personal issues.

Amid uncertainty over Ahmedabad-Gandhinagar metro rail, the Gujarat government has put the ambitious dedicated regional rail system project on the fast track. A special purpose vehicle to develop a rail network linking peripheral towns like Sanand, Viramgam, Dholka, Dhandhuka, Kalol, Kadi, Nadiad, Anand and Naroda has been floated last week with an initial authorized capital of Rs 200 crore.

First conceived in 2004, initial estimates pegged the project cost at Rs 2,500 crore. At current prices, it may cost Rs 5,000 crore. The state government has received the final feasibility report from government of India's RITES.

ARRC will be initially formed by the state government with an initial authorized share capital of the company of Rs 200 crore divided into two crore equity shares of Rs 10 each and the initial paid up capital of the company will be Rs 10 crore.

DPR on commuter rail to be ready in four months

ಮೇಲೆ
184 users have liked.

The State government has entrusted Rail India Technical and Economic Search (RITES) to prepare a Detailed Project Report (DPR) for the first phase of the Commuter Rail System (CRS) which proposes to connect two railway stations in Bangalore City with Ramanagara district and Malur of Kolar district.

The Directorate of Urban Land and Transport  (DULT)  has provided RITES four months time to prepare the DPR for phase 1A of the project.  The orders were issued during the second week of October.  The phase will connect Bangalore City-Nayandahalli-Jnanabharathi-Kengeri-Hejjala-Bidadi-Ramanagara and Bangalore City-Bangalore Cantonment-Bangalore East- K R Puram- Whitefield-Malur. RITES has already prepared the feasibility for the project and submitted it to DULT last year.

“We are working on the modalities for setting up the Bangalore Suburban Rail Corporation Limited  to execute the project. Chartered accountants are working out the structure to float the company,” DULT Commissioner V Manjula said. Once the corporation is set up, it will function as a special purpose vehicle.

Chief Minister Siddaramaiah had announced in the revised state budget proposal 2013-14 that the government was keen to execute the project in a time-bound manner.

The full project will be spread out in four phases and proposes to connect Bangalore with Hosur, Mandya, Bangarpet, Chikaballapur, Doddaballapur, Tumkur, Nelamangala and Mandya.

Feasibility report

According to the feasibility report, one of the first requirement would be the construction of two additional platforms at the Bangalore City railway station.

At present, the Bangalore yard has 10 platform lines, six pit lines (maintenance lines), eight stabling (meant for stabling trains during their idle time or when they are waiting for their turn onto platform line or pit line).

The study has recommended that two maintenance lines be converted to platforms for passengers of commuter trains.

The phase would also require four pit lines at Byappanahalli railway station. Execution of work will not involve obstruction to running trains. The report has also recommended that initially five electric trains be run on the system which could be expanded further.

Manjula said the DULT is also preparing a proposal for the concurrence of the project from the Railways. “The exact cost of the Phase 1A of the project will be known once the DPR is finalised. The feasibility study has estimated project cost at Rs 950 crore and finally it may touch Rs 1,050 crore,”  she added.

The government would also request the Railways for financial participation in the project so that it could be executed on a cost-sharing basis.

Lokasabha Elections are approaching and its surprising that GOK and CM Siddue are following delaying tactics on this and  for whose gain r they trying to delay this and when Railway Minister is from Karntaka.

What was DULT doing all these days since the order was given by CM himself?

We were under the impression that the DPR was alreaday started. What are they lobbying for? I just dont understand they delaying every assignment by so many months. We are just losing out on an opportunity in the form of Mr.Kharge. GOK, DULT please please please do not lose out on this opportunity this time atleast.

Thought things will only get better with all the CRS proposal and DPRs.. but here is a surprise!!

"The proposal by South Western Railways (SWR) to divert the Yeshwantpur-Hosur Passenger train to another station in the city has many regular commuters concerned.....

The SWR, which made the proposal about a month ago, believes diversion is inevitable. “Yeshwantpur is too congested. Trains often have to wait for 45 minutes because of the congestion,” said A K Agarwal, Divisional Railway Manager, SWR."

This is going backwards. Pathetic & Regressive, IR has lost the plot & Im not sure GoK is even aware whats going on. One more reason CRS SPV should come in quick cant trust Railways to do the right thing for us.

One positive thing they should do is make it have a halt in YPR & terminate it in nelamangala instead.

Terminating the train at Nelmanagala is the best option. Or even at Soladevanahalli or chikabannavar , not sure but there are a few tracks there which could be used to park the train, and ypr can be just a passing station. I hope SWR does'nt eliminate this train from ypr. They just can't offord to do that.

Sanjeev sir,

Shoud we send out mails to our CM and Shri. kharge before karnataka rajyothsava to introduce a couple of services while the DPR is being prepared? So that they make some announcement on nov 1st.

And did Ms.Manjula get back to you on that CRS file she was talking to you about on cycle day event?

Even some people have sent representation to GM  Hubli on this.  Now we need to meet these SWR Bangalore officers and impress them to extend this to Chikbanavar.

Phase IA of CRS

Based on Mr Sanjeev's documents sent to me, I felt happy that the suburban services will be run in Phase-IA of CRS, fromBangalore City to Bangarapet. Now the DULT report appeared in the Deccan Herald of 23rd October 2013, the services will be up to Malur only. In fact, earlier, keeping this aspects in the mind only, we took up with Shri KH Muniyappaji to put pressure on Shri Kharge, Minister of Railways to extend the services upto Bangarapet in the Phase-IA itself. Though we are uaware of the action taken by these ministers, it has again been indicated by the State Government to run suburban services from Bangalore City to Malur only.

In the meanwhile, again we will take up this issue to extend CRS Phase-IA services upto Bangarapet Junction with our MP-cum-Minister from Kolar and also MLA Shri KM Narayana Swamy of Bangarapet.

Any reaction from Mr Sanjeev?
