In bangalore there is a place in the name of seegehalli where we have a shell petrol bunk. In front of that there lies "JANAPRIYA SAI DARSHAN". The association cannot be blamed in these flats because they are worse than the Govt of India (arnt we folks tired of blaming them).
This area falls under an AE named Yogish, I guess Yogish has got his position as what he is thanks to the "DRUNK LINESMEN".
On the 27th of March 2010 3 drunk linesmen come at round 11'o clock (AM) and disconnect my line which is very much in the above said apartment. I confront them and in the best of words request them not to disconnect since I had no idea what the bill was since it had never reached me.
Rs 520 is the bill I was informed which was paid on the spot. The drunk linesmen inspite of paying the amount disconnected the fuse.
When I called the so called AE He asked me to bend myback to the linesmen (maybe he knows y best) if not I had to get a reconnection memo from Hoskote which he advised me was not the best way to solve the issue since I would have to wait for 2 days.
Is this the way an AE bends in front of drunk linesmen.... PITY YOGISH. Get a life Sir or resign you arnt fit for this job thats all I can say.

Abusing Bescom, or one particular employee?
Why sir - why such a dramatic title to the post when your grudge is against one particular employee.
I would say keep the disconnection issue separate, and If the BESCOM employee who came to your house was indeed drunk on duty, just file a complaint with BESCOM. I bet they have a code of conduct where you aren't supposed to be drunk at work.

I respect your comment on my issue. Would also like to ad when the AE himself is asking me to bend, I guess "CODE OF CONDUCT" goes for a toss there itself. We have a saying which goes as "yatha raja tatha praja" I hope you understand what I mean.

File a complaint, and if you don't hear back, file an RTI asking for status on your complaint. While it may be tough for you to "prove" the incident if you are asked to, why not use the complaint mechanisms available to you.

All of us know that till the process comes down on a full circle it might be ages and the persons involved would retire (that how the complete so called mechanism works).
I would rather take this on an open forum and discuss this and not file a complaint and run all round searching for it. Also would like to make a point that this isnt an one of cases it's how BESCOM works unless you work for it and want to defend the things going on.

I agree with SB - in any situation, one should first use the prescribed grievance redressal mechanism. If this does not produce results, then one can think of complaining to higher ups or file an RTI.
In all cases, it's best to have written material & take acknowledgements - this way, there is better follow-up & the chain of events can be traced back, should they become necessary.
FYI - Bescom has lately been cutting off lines immediately if bills remain unpaid after the last date. After an order for disconnection has been issued, the only way power can be restored is to approach the Bescom office, who will then issue a reconnection order. Linesmen do not have the authority to re-connect even if the bill is paid to them.

Disconnecting a line and taking of a fuse are 2 different things. As I said I guess you havnt read my whole article on the first article. Complaint is and can be taken by the AE or equal authorities. Once he himslef has asked me to bend infront of linesmen to get my connection back it appears to be a open and shut case.

The thing is, we haven't tested those systems and process that exist for our use. We don't use enough, and hence they don't care enough to keep them active and responsive.
Reminds me of we heard from Mr Santosh Hegde last year in a meeting - "we have a 24 hour helpline at Lokayukta, and yet, we only get 40 calls a month!"
Try Ravi sir - go and complaint. That AE qould have a boss. His boss will have a boss.

I really appreciate your concern for our failing system. Since you have time and again advised me to take the complaint system I shall do it.
I will raise a complaint and will surely update you on the happenings. One quick question is why should we wait for boss to boss to boss why cant we handle the whole thing in a single window system.

While enjoying power supply, did it not occur to you that bills need to be paid? And, if the bills did not reach you, did it not occur to you to check with the association as to what the problem was? And, if the association was not responsive enough, did it not occur to you to take the lead and sort it out? You do none of that, and when the linesmen decide to exploit an opportunity, provided by you, you abet it by giving them cash - naturally, they will go buy themselves another round of booze. And, then you choose to curse everybody!
Boss, I am the biggest critic of BESCOM - check this. But, this is a different problem altogether. And, mind you, if a Reliance or TATA takes over, they will be far more business-like, and the penalties for delays etc will be far harsher. So, first and foremost, please get your house in order.
Complaint systems
I have been trying all such systems. Some of them give numbers (BBMP Spandana), Bangalore Traffic Police replies acknowledging the complaint. There the matter ends. After that any number of follow up calls, SMSs, e-mails get no response.

I guess you work for BESCOM itself or are a part of the system trying to cover mistakes as always passing the buck on the customer. Your first line itself proves the point "enjoying power supply". Dear sir would enjoy if it was given free of cost. I stay in an area where ESC too does not work. If you understand what I am saying. Also cant pay it any bangalore 1 center. You having immense knowledge should suggest to your department to include area like ours too in the loop.
As per you drunk linesmen are ok with you , sorry to say sir I wouldnt allow any ot those in my house atleast.

Mr Murali neither works nor supports BESCOM. On the contrary, he has been campaigning relentlessly for privatizing power supply & distribution, not to mention all other service utilities in this city & country !
However, he has made many valid points - the customer has responsibilities to pay by due date even if the bill were misplaced (a duplicate bill can always be requested).
The only complaint you may have is that of the linesmen being drunk. The AE was right in pleading helplessness since he cannot & should not interfere with cases when disconnection orders have been issued - the onus is on you to sort it out by getting a re-connection order passed after paying up.
I don't understand why ECS does not work for you or why you cannot pay the bill at Bangalore1 centers - could you please elaborate.
@murali, penalty on payment delays
Murali, from my experience, looks like the delay on penalty in actually harsher with government agencies than private players. I have had direct comparison with BSNL and couple of private telecom players (for cellphone, and broadband).
Govt agencies are more swift in cutting you off, and ways to get back online for your utility service are more difficult.
It could be so either because Govt agencies have more rigorous billing processes, or that they care more for their process than customers. But before that, wanted to check if others agree with my observation.

The same question I had asked my kadugodi as well as Hoskote BESCOM centers. The only answer I got is if i wanted it that way I need to go and ask ppl sitting @ multi utility building to upgrade these guys in the ECS and bangalore 1 loop. Ridiculous but thats the truth.

Btw did i mention that disconnection and taking of the fuse are 2 different things according to our AE Mr Yogish himself. Getting a reconnection memo was no sweat cause that was very readily given by Hoskote BESCOM officials. Striving these guys in my areaa was itself a major task SIR.

So, what you need to do is to take charge of the BESCOM part of your association activity (if not more), contact other local RWA office bearers, and submit a petition to the jurisdictional EE to bring your area into the ECS and Bangalore-1 loop. (The very fact that you came out in the open with your problem shows a leadership streak in you - you need to take it further). If the EE doesn't do anything about it, raise a query under RTI as to what is holding it up. When you know where the problem lies, then direct your attack there. If you pursue matters that way, you'll find a lot PRAJAGALU ready to offer help. Well, it's not easy, particularly with a monopoly government service provider like BESCOM.
Alternatively, you could join my campaign for privatisation of power distribution (check the link provided earlier), which, considering the mafia's one is against, is not going to be an easy peoposition either.
Whatever, there's no point taking on linesmen, whether drunk or sober.
