Getting a new passport

My colleague who wanted a passport very urgently planned to go for tatkal, after looking at the documents required. He was not able to get the documents of address proof.

Because,

1. He does not have a valid DL(drivers license)
2. He does not have ration card.
3. The voter ID card has the old address.
4. No Phone bill, no gas bill, no electricity bill(all are not in his name)
5. No bank account which is more than a year old.
6. Affidavit is not a valid document (in case of address proof)

Since some of our seniors in the company told to contact the election commision to get the details to how to change the address in the voter ID card, the person whom we contacted in the Chief Electoral Office, Bangalore told us that they have stopped issuing the voter ID so we need to wait till the next elections!!!!!!!!!!

But this was not the result we expected from them, so he is in a dilema.

Can anyone please let me know how to get a valid address proof which can be got legally and quickly.
