Shouldn't EIA apply to Kukke temple 'development' also?

The Minister for Housing and Endowment, Sri Krishnaiah Setty (though he has just stepped down, I am not sure the proposal will get shelved) had stated that Shree Kukke Subramanya temple, deep in the middle of dense rain forests, would be developed at a cost of Rs 180 crore, and the department has already issued work order for Rs 60 crore.

For some time now, blogs, facebook  and other forms of social media have been used extensively for rallying people around an issue or a cause. However, what makes some of these campaigns more successful than others? Does the workability of social media for mobilisation depend on the manner in which information is designed and/or disseminated?

One fine morning in Times of India I read Ahmedabad Municipal Corportions's Commissioner declared seven flyovers in his current financial Budget. It was surprised by facts that out of these all, only  for two junctions some traffic surveys and feasibility report were prepared and review by Engineering Department of Corporation.

While we can criticise the mish mash that city's local government is (BBMP, BDA, BMTC etc, and then ABIDe, two ministers assigned to the city), good work or unplanned work, bit it does seem like there is work happening on the ground inside the city.
