i grew up thinking left turn was always free. but this is a different argument you make.

In US there is free right turns even if the signal is red but only after you stop for 3 seconds. However this rule does not apply in downtown areas and if there is a board that expressly mentions that there is no free right turn. Coming to your point about pedestrians; they always have the right of way. So if there is a pedestrian on the road even if the pedestrian signal is not on, vehicles should stop.
