Lack of unified response system is also one of the reason why so many accident victims perish before or after reaching the hospital. There are pieces of emergency response system which are lying unconnected. Each one operates on its own. Solution lies in bringing these pieces together and co-ordinate their actions in an unified fashion using a unified command structure.
More education via ads on helping people in crisis
Basically public should be made aware that if one helps others in crisis, they won't get caught in legal tangles. That comfort zone should come to people and probably even rewards on saving lives.
Media should play a major role in educating people on this. Organizations which are nowadays sleeping - Karnataka Vartha Matthu Prachara Ilake should play a major role in this.
