So Right to Services, or timebound delivery of services to citizens goes live in state of Karnataka from Monday, April 2. What services are we guaranteed to get? Well, go to this website, go to "Services", pick your department to see what services are "in scope" (http://sakala.kar.nic.in). I went there, clicked on BBMP, here is the list:

Hmm, Khata Certificate, and Building Plan sanction as well! BWSSB is listed, but BESCOM is not. Lets keep to BBMP for now, and see "Service Procedures". I went there, and selected "Khatha Extract/Certificate". Found four options, picked one, and website showed the full details:

Why BESCOM not there?
BESCOM is a limited company and a licensee under the Electricty Act, which is a central Act. The functioning of BESCOM is controlled by the KERC.
KERC has already drawn up service standards, which also includes provisions like penalty for delayed services. BESCOM will be publishing the standards in the website and other mediums in this month.
There are some issues in the Service standards and the procedure for greivance redressal, which BESCOM will bring before the KERC in May, 2012.

Thanks Mani sir for clarifying on why BESCOM is missing.
I have been reading up on Sakala, looks like the software was first developed and tried in Bidar around 6 years ago. Mr Munish Moudgil was the DC of Bidar at the time, and oversaw the "spandana" program.
Mr Moudgil himself is a director of the Sakala Project. Wanted to meet him to figure if it will be possible to pull out monthly data from Sakala to publish reports by department (requests filed, requests disposed in time, requests not serviced for lack of information, # of appeals filed etc).
Wonder why there isn't much hype and interest around Sakala when this RSA/Sakala thing could be THE thing to tackel corruption at "retail" levels!
In touch with Mr Munish
Got in touch with Mr Munish Moudgal, have had some phone chat, but trying to meet him face to face as well. He seems very driven and passionate about the system. But at the same time, he is realistic about the fact that the system can only be as good as data inside it (remember our observations on the BBMP's project management system), and it will see increased usage only when people trust its "fidelity" (to use his term).
He is based in Gulbarga, and shuttles between there and Bengaluru. Trying to squeeze in a meeting with him this week. If not, a skype call sometime next week may do.
CM himself in need of Sakala
Admitting as much during the launch, chief minister D V Sadananda Gowda lamented that his directives to districts' deputy commissioners to fast-forward files pertaining to those who come to him with grievances during Janata Darshan were falling on deaf ears.
