I am curious to know who is expected to approve the provision of Water and Sewage connection to large residential and commercial projects like ITPL; Prestige Shantiniketan; Brigade Metropolis; Tata Xylem; few five start hotels; large number of IT/ITES technology parks hosting thousands of offices etc in the Mahadevpura /whitefield area ?

No Town Planning Whatsoever!
Hi,
You are absolutely right - if you check with BBMP / BWSSB and even BESCOM, there is no Department of Town Planning in existence. It is left to the Executive Engineer (not even Superintending Or Chief Engineer) to sanction Building Plans and anyone can guess how they function.
I have personally seen concerned Executive Engineer waiting outside the office of a Builder's VP!
Pity, but since Builders themselves are becoming more savvy and come with comparatively more education, wonder whether public opinion should try to influence them to refrain for launching mega projects without adequate infrastructural plans and support from the authorities than our tackling the usual corruption malaise?

To the best of my knowledge, these large IT parks or apartments are not supposed to draw water from borewells. And it is also mandatory for them to have recycle water and to harvest rain water.
Not sure how strictly these laws are enforced. At ITPL i have see the water treatment plants (next to the bus bay).
And i have seen tankers bringing in water to ITPL almost everyday.
TOWN and WATER PLANNING before approval to Mega projects
Recycled water after water treatment cannot be used for drinking purposes. STP ( Sewage Treatment plant) are of course mandatory and perhaps installed at these projects.
Will the same be extended to Shantineketan and Metropolis ?
