I am searching for a flat to buy. The one in question is near Bomanahalli and came under CMC when construction began.
It still is under construction
Builder is not showing any approvals from bbmp.
he shows bbmp encumberance certificate till dec 2010.
what are the essential things i need to verify before going to buy the flat.

Is the approved CMC plan enough? because construction seems to deviate from the plan and i dont know if bbmp is going to ask for its approval.
he says he is not heard of any occupancy certificate! and has sold all flats in the neighbouring building blocks.
Any suggestions or advice in this regard is appreciated

After the CMC got merged with the BBMP, I expect the builder has to get the sanctioned plan ratified by the BBMP. If the builder has not done it, there are definite risks involved. Besides, if the builder is the type who says he doesn't know what an occupancy certificate is, I wouldn't touch him with a barge pole.
If I were the BBMP Commissioner, I'll order demolition of the entire building. Unfortunately, the BBMP has got so compromised today that there's hardly a risk of such things happening, because of which people take the risk attracted by the lower price.
Well, times are changing. When Raja, Kanimozhi, Kalmadi, etc, went about looting the public money, neither did they think that they will land up where they now are. Once that happens to our own BSY's, Reddy brothers, Katta's, Ashoka's, hopefully, things will change.
Let's all work towards that.

Thank you Sir for your suggestions. I now have to sit with him and get my booking amount back!
I have gone in for a legal opinion with an experienced lawyer who will be giving me a report today. So I will make sure the topic of Occupancy certificate is put in to the sale agreement! (I am 100% sure builder will take objection to that pretending to not know what it is!) ....enough for me to cancel my decision to buy his flat.
