Marriage Registration - Need help and suggestions to get it done without agent and no bribe

Hello PRAJAgalu's,

I need some help/suggestion on registering my marriage @ registrar office, koramangala BDA complex.
Later I will put down all the proper steps and all what needed for the help of people to get it done without any agent and any bribe.

Last weekend, I went to registrar office at BDA complex, koramangala for marriage registration, There, they have specifically put up notice boards that they are not going to accept landline phone bill(not even bsnl), mobile postpaid bill, rental agreement, company letter, bank passbook etc as address proof. If I have these, I have to go to Tahsildar's office at KG Road and get a domicile certificate from there.
(1) First question, I would like to know whether notices at registrar offices have been put up as per the proper laws or just to felicitate agents there. If its not as per the law, then I would like to do something about it parallely. (As per the notice boards, they only accept voter-id card, DL, passport and ration card as address proof)
Like many other people, I don't have any 4 of above having address same as my current residential address which falls under koramangala registrar office.

(2) To go by whatever is mentioned in the notice, I would like to go to Tahsildar's office (revenue officer there also) and get the residential (certificate) from there. Here, I would like to know if any of you has some information about what all documents should I carry apart from rental agreement/company letter and whom to meet there to get my residential certificate from there without any agent and without any bribe.

You dont need current address proof. you can take ur passport to any registrar's office in india and get your marriage registered irrespective of your proof of current address. One of my friend did it recently in bangalore and it was done under 1hr without any bribes or touts. Hope this helps.

(1) Do we not need to go to the registrar office, as per our address proof document (like passport in your friend's case)?

(2) In my passport, my college-hostel address is written (which falls under kengeri), will that work?

 

What I could gather any info, is that, one of the bride or groom, has to present the local address proof, to get it registered.

my answer to both your questions:

 You can go to any marriage registration office in india with whatever valid address proof that you have. In other words, You can take ur kengeri proof of address and get it registered in koramangala.

When I applied for my marriage certificate, neither me or my wife were living in the town in Kerala where we got married and hence did not have any local address proof.  The only proof I was asked for is that I was an Indian citizen because the guy asked me what I do and I used to live in the US at that time.

One key difference though... I applied for my marriage certificate in the municipality and not with the sub-registrar's office.  Wonder why it was different?

A: 
You can apply at any Passport Seva Kendra (PSK) under a Passport Office (PO) in the state of your current or permanent address.
For instance, if you are a student staying in Rohtak (which falls under the jurisdiction of Regional Passport Office (RPO), Chandigarh) and your parents are staying in Hissar, which also falls under the jurisdiction of Regional Passport Office (RPO), Chandigarh, you may apply at any Passport Seva Kendra (PSK) under Regional Passport Office (RPO) Chandigarh. Please indicate your hostel address/the place where you are staying in Rohtak as present address and your parent's address as permanent address.
And in case you are studying and staying in Bangalore you may either apply at any of the Passport Seva Kendra (PSK) under Regional Passport Office (RPO) Bangalore or under Regional Passport Office (RPO) Chandigarh. For proof of residence of your hostel/place of stay, you should provide a Bonafide Letter from authorized signatory of college (On official letter head of UGC recognized College).

Yes, we also got a letter from our college authorities and other supporting documents when applied for passport.

Now, another question is -

with that college-hostel address on my passport, if I got to kengeri sub-registrar office (my college falls under kengeri), will they accept that as my address proof? - (1) its a hostel address, (2) I don't stay there anymore.

Going to kengeri registrar office, is it worth going there? Any suggestions?

I will be going to Revenue Authority, Tahsildar's office at KG Road, Majestic to get my residential certificate as Kmangala registrar office people told me.

I got 2 numbers - 080-22372050(south) and 80-22372043(north).

I called up above numbers to get more information about what all docs to bring there to get the certificate and to get to know whether they are open on saturdays or not.

When I called first number, as koramangala falls under south, it didn't go thru as that number is disconnected.

When I called 2nd num many times, a few times, they just picked up and kept it aside, another time I put my query and they kept it aside, and another time, I was trying to ask, he told he doesn't understand english, only kannada. I think different person all the time.

you need not goto kengeri, just goto koramangla.The amount of time you have spent enquiring on this site, by this time you could've got ur certificate frm ur native place itself!!

Hi,
I went to Tahsildar's office situated near mysore bank circle, KG Road on saturday 5th may. While climbing stairs, met one agent, I also thought of talking to get info, and they told, they will get it done in Rs. 800, and documents required will be voter-id or ration-card or passport as address proof. I told them that I am coming from koramangala, since the registrar office there is not accepting anything apart from above (like rental agreement), I have come here with rental agreement and company letter as suggested by registrar office, koramangala to get a domicile certificate. They told that they will get it done. Since, I had in my mind not to go through agent but direct talk to officers and get the certificate myself.
I asked somebody there and got to know that I have to go to "Nemmadi Kendra" on 2nd floor to meet revenue authority. I went there, and luckily met with Revenue Inspector, a lady. She was very welcoming and talked to me nicely, discussed with me, what all I have docs and advised me to get them attested by the notary sitting outside the court nearby. I went there with my set of documents (Rental agreement, My car's registration card having my address, self-swearing notary letter having my address). She then took them, gave it to computer operator there and they issued one application costing Rs. 20.
By this stage, I had already spent quite a good time there (getting some xerox, notary attest etc), and then finally was happy that atleast the application is filed.
Then I asked the RI lady about when shall I get my certificate, she told that it will take 2-3 days atleast. After talking to a few people in that office, she told me that I have to pay Rs. 300 to get this thing done. I had told that, "will I get a reciept for the same?", for which she told that no, that is the money to be given to the officers there in Tahsildar's officers, to get the things done, she doesn't want any money but has to be given to officers there. I had told her that, I had decided to get this thing done without paying any bribe and please help me in this. She told me that she undestands and will try to get it done without any bribe, but then what to do if these people don't move file from one desk to other etc, or if they give some intentional bad remarks on the file. Later I told her that you try without any money to your best, I am ready to pay Rs. 500 also, if its non-bribe.
After 4 days, I called her (as she told me to call her and get the status), she told its done, and she had to pay Rs. 200 for the same, and I can collect from her.

I still have to go and collect my certificate.

But in all the process apart from money part, I really appreciate Revenue Inspector Lady, she helped me a lot in the process till all the time I was in office, and explained me every thing about docs what is needed and what more to bring etc.

Hi,

That is not at possible,  I have asked koramangala office again, but they strictly said NO, that I have to go either kengeri or RR Nagar registrar office, if I have to use my passport (kengeri addres) as my addres proof.

Marriage certificate from Mosque and Wakf Board!

These days, I am not sure what the legalities of marriage certificates issued by entities like Mosques, Wakf Board.

When I got married in 1995, as the case was, marriage was solemnize by the Imaam of the local mosque at my wife's place and a certificate to that effect was issued to me. Every marriage solemnize by the Imams are required to enter certain details in their marriage register and get it signed including signatures from groom and the bride along with witnesses (2  from each side). Later I was advised to submit the copy from the local mosque and get an official certificate from the Wakf Board. I did get that from the Wakf Board., which I did.

The certificate says it is valid under Indian law (vide A.P. Govt letter No. 2074/Wakf's 69/29 dt. 7-7-1973). The same has been submitted as my proof of marrigae in all the official applictaions - For Passports, Visas and resident permits. No issues so far.

Wish we could have simpler, unified process to register marriages and obtain necessary papers.

Finally on June 30th, I could get my marriage registration done in Bangalore and that too without involving any touts/agents and without paying any bribe.
I had thought of collecting all the required information and mandatory documents required, and then go to the registrar office one day and all done. And that's what I did.
Let me first write about documents required and what you might need to do to get those particular documents/proofs, and then will state information about what is to be done after you enter into registrar office.
(Note: This is particular about bangalore, KA, but most of the things must be applicable to other cities/states as well)

Documents required -
(1) 2 Registration form filled in BLOCK LETTERs (without any mistake or cut-marks) and an application form
(You can get this form outside registrar office, total 3 forms for Rs. 30)
(2) Address Proof for both bride and groom
(3) Age Proof for both bride and groom
(4) Invitation card - 1 original
(5) Marriage photo - 1
(6) 2B size recent joint photo - 5 copies

Before we go into details, you have to find out which registrar office you need to go to to get the registration done.
Many people on various social forums have suggested me that being in India, as an Indian Citizen, I can go to any registrar office and get this done anywhere in country. But when I went to Koramangala sub-registrar office (near to my current residence), I got to know that I can only go to registrar office which comes under the same jurisdiction as my address-proof document. So, you better visit the sub-registrar office and get this info confirmed.

Details:
(1) Registration form and Application form: Write in BLOCK LETTERS only. Don't do any mistake or cut-marks, otherwise form will not be accepted. Witnesses' signature is required only, not the witnesses in person, atleast in Koramangala BDA complex [Bommanhalli Sub-Registrar Office].

(2) Address Proof: Address proof is required for both bride and bridegroom. So, if one has the address proof of bangalore residence and other partner has address proof for some other city/state, that is fine.
Address proofs accepted are [As pre Koramangala sub-registrar office Notice] -
a) Driving License
b) Passport
c) Ration card
d) Voter-Id card
Any address proof other than above, like company letter, bank passbook, rental/lease agreement, gas connection bill, telephone bill will not be accepted. If you have anything like this, take along with you to get Residential (Domicile) Certificate from Revenue Authority, Tahsildar's Office, K. G. Road, Bangalore.

[Important  Note: If you have any of the 4 documents having Jayanagar, Bangalore address, and you currently stay at some other place like Koramangala etc, best is to go to Jayanagar Sub-Registrar Office and get this done.]
Now, how to get this Domicile certificate done?
Let me tell how I have done - With all possible documents supporting my current residence proof, I have taken along with me and reached Revenue Authority, 2nd floor, Tahsildar's office on KG Road, Bangalore near Mysore Bank circle. I have taken -
airtel landline bill, vehicle registration card (RC book), Insurance copy, rental agreement, Company letter, self-swearing affidavit (residential address) by notary. Better take photograph of the Notice pasted in Sub-registar office about address proof and domicile certificate to make them understand why you came there. Because, when you reach there for domicile certificate they will again ask for same DL, Ration card, passport and voter id card, but had you possessed those documents, then why would you have gone there?
Go to 2nd floor, you will meet a lot of agents on the way in the building as well as in the office also, they will ask your purpose of visit, answer them, ask what all is required, and how much? Its not required, but just for fun. :-)
Ask where does the revenue officer or concerned officer in that office sit who can take your request. There is Madam Manjula, Revenue Inspector, she is a nice officer and would take the request. One more thing, all the documents you take along with you, take the original for verification, and xerox copy attested by the lawyer(public notary). The operator ideally should take the documents, file a request on his computer, and will tell you how long will take to get your certificate done. Ideally, if you have all the above documents in order and attested, you better not pay any money apart from application fee (which is Rs 20 something). Try to take some contact from there, whom you can call before you go there again to get that certificate.

(3) Age proof: Nothing much to say here, any govt document like DL, 10th marksheet or any govt id card would do this.

4, 5 and 6 are as simple as that.

Once you have all these documents, go to registrar office around 10 AM, and ask for the officer who will take the documents set and also verify them with the originals. Officer will then give to computer operator, who will type a few details, ask you to recheck them, scan your documents etc and also generate a reciept. Keep an eye on the operator whatever he is taking printouts, so that you know what is the amount written on the reciept generated for the marriage registration fees. Because what happens, at the end when your work is done, they handover your 2 copies of marriage certificate and will explain how to store it etc etc, and then will tell you to pay the fee to the peon at the table side. When you go there, the peon will ask for fees, when you ask how much, he will say, whatever you feel for office expense, scan documents etc etc. But the reality is that, scanning fees, and application fees etc are already included in total fees mentioned in the receipt. Ask him to handover the receipt to you (if you don't know the amount beforehand) and then pay only how much you are getting the recepit for. They had tried their best to hide the receipt till the end, but I had already seen the amount, and in my case, it was only Rs. 145, and I paid that much only. No BRIBE. :-)

Good work, Deepak! My undersatanding is that you cannot read or write Kannada (quite like me too, though I can even give a 'bhaashan' in Kannada). And, I thought that would be a major handicap in such an exercise. However, it looks like you managed it all, in spite of the handicap. So, should I think it's not a handicap, after all, at least for now? And, can we hope that the government will not make it a handicap in future with a view to retaining only Mannina Maga's in Bengaluru?

There may be various things which may be wrong here, as why only those 4 things are required as address proof, is that a valid rule or a rule silently imposed by a few registrar offices? I still need to raise an RTI for that, have been delaying this exercise, will do soon.

I would like to marry my lover in this month. I am from Hindu community and my lover is Christian have some doubts regarding this. My parents are against this marriage, so I thought of doing register marriage. May I know what I need to do in this case? Whether I need to marry in a temple or church before registration? Or shall I simply register in a register office? (Is it possible to marry in a temple?)

We don’t have any local (Bangalore) address proof. Whether rental agreement / post paid mobile bill /bank statement shall be considered as a local address proof? Both of then needs a local ID proof or any one person’s id proof is enough? If yes better I can get a domicile certificate for me?

We both are from Kerala and we have Kerala id proofs with us. Please advice.

Where are you staying right now? And where are you planning to register your marriage?
There is little different procedure in case of court/register marriages, as you have to first give a notice to registrar office about your marriage to your lover, then they give you a date for after 1 month, so that they can put up about you in their notice-board, and if anybody has any objections, they can till one month. This is the general law. On the date given by them, go with your documents again and you will be able to do register marriage.
Since, this is marriage happening there in registrar office, you would need 2 (confirm again) witnesses live there.
Whatever I have posted in my blog, its more about registering a already marriage. And its more from the bangalore rules, I am not sure, other states may have different rules.
In bangalore, I have given every details about id proof, address proof, domicile certificate required in which case and not in which case, etc etc. 
I would suggest to read the full blog patiently, and still have some doubts, please mail me, I will clarify as per my knowledge.
Also, I would suggest to visit the registrar office once and get first hand information beforehand.

Thanks for this useful blog. We also saty in Kormangala but we dont have any address proof except rental agreement, so Kormangala Sub registrar offiicial told us to go taluka office to get domicile certificate.

I am having address proof of place called kumara park west, near malleshwaram in passport.

I have few queries here:

1) which one is better option: to go the marriage registrar office near to address mentioned in my passport or go to taluka office to get domicile certificate first and then go to kormangala?

2) Do the taluka office opens on saturday and specially 2nd sat. The phone mo mentioned is not reachable. So no way of contacted them

3) Thanks for clarifiying the witness information. One AGent in kormangala BDA told us, we need witness in person, so he was asking 3.5K for registrartion thanks to ur blog, now that doubt has been clarified.  But concern isno physical presence of witnesses is aplicable to all the sub registrar offices or only in kormangala.

Better go to registrar office as per the passport and get things done there. Go one day to ask all the details, mostly a notice board there, collect all the required docs (all means all). Then go another day to do the process. Whatever documents officer asks and if you have, increases the chance of getting things done fast and no place to ask bribe.

When you visit once to find what all documents required, then ask about the witness also. Mostly in case of marriage already happened and this is about registration, physical presence of witness is not required, but in case if its required, either you take along persons along with you or if that is not possible, I am sure someone from public there in the registrar office will help you.
