One personal call from our CM to Railway Minister, and a push from Railway Minister to get railways to respond favorably to GoK could get Suburban rail going. As we all know, this needs to happen before Lok Sabha election related code of conduct kicks in.

The Parliamentary Standing Committee on Railways under the Chairmanship of Shri T.R. Baalu, Hon’ble Member of Parliament, Lok Sabha, are examining the subject ‘Suburban Train Services of Indian Railways, with particular emphasis on security of women passengers’. In this connection, the committee will hold informal discussion on the subject with the representatives of Eastern Railway, South Eastern Railway and Kolkata Metro at Kolkata, Western Railway and Central Railway at Mumbai, South Central Railway at Hyderabad, South Western Railway at Bengaluru and Southern Railway at Chennai.
The Study Group would also hear the views/suggestions/coments from interested rail commuter associations/experts/NGOs on the subject and matters related thereto as per the following schedule:

State hasn’t sent proposal on suburban rail: Kharge
Minister for Railways M. Mallikarjuna Kharge on Monday said the State government is yet to send a concrete proposal on commencing suburban rail operations in Bangalore.
Speaking to reporters after flagging off the Yeshwanthpur–Chandigarh Sampark Kranthi bi-weekly express and laying the foundation stone for renovation of Yelahanka railway station, Mr. Kharge said he was aware that the State government had got RITES to prepare a project report on the suburban rail. The report speaks about utilising existing railway tracks while the government has not indicated its willingness to lay new lines for the suburban rail system, he said. Also, no special purpose vehicle has been formed to execute the project, the Minister said.
However, highly placed sources in the State government told The Hindu that the proposal has indeed been sent to the Railway Board.

Its very surprising to see the stand taken by Railway Minister Kharge on Bangalore Suburban Rail services. What is he gaining by not approving and that to for Capital of Karnataka.
Equally failure from the Bangalore MP's not putting pressure on Railway Minister.

The signal-free corridor project from Rajajinagar to Fountain Junction (Khoday’s Junction) edged towards reality on Monday as the State government signed a memorandum of understanding (MoU) with the Railways for land swap.
According to the terms of the MoU, the State government will part with three acres, 16 guntas of Binny Mill land in exchange for 26 guntas of railway land. The government has spent Rs 70 crore on acquiring the Binny Mill land.

5. Channasandra - Yelahanka is nearing completion
6. With many ROB's and RUBs along with FOB's at Bayyiappanahalli, Yelahanka, Whitefield.
7. Electrification of Yelahanka - Guntakal, Bangalore - Mysore lines
8. Upgradation of Bayippanahalli
9. GOK has come forward to share the Suburban Rail project cost by 50% 10. MEMU train will be started between Bangalore - Ramangara any time

In any way, SWR has to start the suburban rail services even if Railway Minister likes it or not for their own efficency increasing.
Railway Minister should realize by now that if he does not approve, next Railway minister will do this job with cake walk. It will be foolishnes from his side if he is not approving and showing his gesture to the state capital.
In other way, he can position himslef for the CM of Karnataka if he does some of these good gesture for the Capital
Minister's Version is in variance to GOK's version!
Kharge's version is in variance to the version emanating from GOK side. Sources in DULT confirms that UDD Minister recently had met the Railway Minister Kharge and given a presentation. State Officials connected to Suburban Rail Project are in touch with Railway Officials and have provided all the requested information.

When Pune - Lonavala, Kanpur - Lucknow can have suburban rail with EMU rakes running by Indian Railway without any support or demand from the State Govts.
Here is the case where GOK has taken steps to see that Suburban Rail gets implemented with Indian Railway and even with Cost shaing basi ( 50 % )
How does MMTS and Chennai Suburban Rail are running, do they have any seperate Tracks, the way Railway Minister talking ??/
Now he is talking of Circular Railway when its no where discussed at any place ???

This letter which was written during 1st week of Feb'2014, this approval could have come easily, we have missed it. Now we need to wait till the elections are over. As I understand that, GM / SWR Hubli has not responded to this letter till now.

Now its for Railway board to give the approval to aprticipate in SPV and start the services, with funds to be contributed for developed required infrastructure.
Railway Board has main responsibility to build MEMU shed and allocate rakes for MEMU on priority for Bangalore / SWR.
Good move by the state government.
The state government has opened an organisation called BANGALORE SUBURBAN RAIL COMPANY LIMITED to expedite the work on sub urban rail to Bangalore which is cost effective and can be completed by priority as flowers vegetables and all the daily needs come from the outskirts of Bangalore. We must thaank the state government in this issue. The company will act as a catalyst between the state and the central government. The cost of the sub urban rail is estimated at around Rs.8000 crore which may be escalated upto Rs.10000 crore because in the delay of starting the project. The project must be started in phase manner and it must be first implemented from doddaballapur to bangalore where many of the daily needs come from. As we have many trains running between mysore and bangalore that can be taken in the second phase. If it is taken in the phased manner the project will be successfull in all means.
