It is learnt that a whopping 12,000 appointments were made from 2004 to 2007 when Revanna was heading the Power ministry. These included assistant engineers, junior engineers, assistant executive engineers, assistant accounts officers, linemen, station supervisors, gangmen and others.

The KPTCL is learnt to have already obtained all details related to appointments made during that period from all five ESCOMS and forwarded the report to the Energy Department. Now, only a formal order from the government handing over the inquiry to the Lokayukta is awaited, a senior officer informed The Express.

Since 1984, there was a ban on all recruitments in the erstwhile KEB as well as KPTCL. Only some technical personnel such as AEs, JEs, linemen and gangmen were recruited whenever the need was felt.

Thanks to Revanna's clout in both the Dharam Singh-led as well as Kumaraswamy- led governments, he was not only able to get the green signal for all recruitments made during the period, but he also saw to it that all appointments were made as per his wishes. Besides collection of huge amounts from many prospective candidates, it was alleged that candidates belonging to a particular community were favoured. Raising the issue on the floor of Assembly, some MLAs from the north Karnataka region alleged that candidates from the Old Mysore region were being favoured.

It was an open secret that Revanna ran the department with an iron hand and had total control over the entire recruitment process, the official said. 'The recruitment process was a complete sham because ultimately the selection lists were prepared based on Revanna’s wishes', an official explained.
