Bengalooru - Nelamangala Tollway on NH4

Saw two interesting bits in papers about this project. About a week ago, newspapers carried a list of land properties along NH4/Tumkur road that could be acquired for the project. And today, one newspaper has an ad insert that says - "Navayuga Engineering Co. Ltd. announces financial closure of Navayuga Bengalooru Tollway (P) Ltd., Rs 718 Crores BOT Road project on Bangalore Nelamangala section of NH4 ..."

As usual, not much more by way of updates in media or on sarkaari websites. And I haven't seen dates mentioned anywhere recently - when will work begin and when is it slated to end. But yes, they seem to be working at it. In case you are feeling lost, this is the highway we are talking about:

IT folks may not know, but Tumkur road is probably the most crowded road in Bangalore during commute hours, especially in the evening, worse than Hosur Road, Airport Road or Old Madras Road.

I remember reading a few years(?) that the NHAI wanted to make the Bangalore Nelamangala stretch elevated as well. Am I right? Given the cost mentioned, it sounds as if some elevated sections are on the cards. Srivathsa

I have trtaveled in the Nelamangala Road today. Some preparatory works are visible at few places. Some utility cables are being shifted. Small earth works have started at few places. You can see few barricades with Navyug logo.

Interestingly there are visible actions on NH 48 too ( Nelamangala - Hassan - Mangalore Highway ). The stratch from Nalamangala to Devihalli has been awarded on Boot model. Some actions such as shifting electric lines etc have begun on this stretch.

I used to love the huge trees near dobbspet on NH4 where the busses used to stop for 'idli' breaks..they are all gone after the toll road came up.. Think its the same with the hassan road..the trees will all be brought down!

An update as I saw in the last few days. The work has begun on this stretch in full swing at various places. Considerable earth works are on at 8th Mile. Work is alaso on at Peenya and near CMTI.The company Navyug seem to have mobilised good amount of resources for this project.

The progress looks impressive on this project particularly on the stretch from CMTI to 8th mile and little beyond. This is the stretch where the elevated road shall be built and more complex. The company executing this BOOT project ( Navyug ) is making rapid progress. It is also interesting to observe the rapid actions in many infrastructure projects around Bangalore after the collapse of the so called " popular " government. Pratap Hegde

Thank you, Balaji. I use this road regularly ( at least once a week ) to drive down to my Farm , ( I am a weekend farmer with a certified organic farm ). I shall try to take some pictures and upload few days later. The work is moving in a brisk pace near 8th mile wherein an additional service lanes are being added. For some reason at Dasarahalli Market area no action yet. This stretch requires widening after clearing off illeagal vendors in makeshift shops. Earth work is on at Peenya ( near Wipro ) and near CMTI. Hardly any action on the Nelamangala end so far. Focus seem to be on Elevated stretch ( From CMTI to 8th mile/Hesarghatta junction. Yeshwanthpur grade seperator project is progressing slowly. Pillars are coming up. Pratap

I use this road about once a month to travel to Devarayandurga and other temples in the Tumkur region. The works are going on indeed. This road is a pain to take during peak hours.

It is mostly used by workers working in Peenya Industrial Area to travel between the former and Tumkur.

A light rail connecting Tumkur and Yeshwantpur would alleviate a lot of problems on this road and displace a lot of buses that use this road.

The progress continues to be good on this project. The Hesarghatta Road junction is much smoother now. The service roads are almost in place in the Flyover stretch. The pillar work has begun from Widia facttory side.The earth work is on till Nelamangala. I have a feeling that in the very recent weeks the resource mobilization looks little weak. I am concerned about the liquidity problems being faced by the Infrastructure companies which could affect such projects. Pratap Hegde

Actually, this project should have got over long back. The contract then complained that because of excess traffic from Tumkur to Bangalore is very high and the contractor could not complete the project on time because of such traffic density. Shri K H Muniyappa, the Union Minister in charge of Highways, who is from Karnataka, then closed that section of the Highway and diverted traffic from Tumkur toward Devanhalli and thence to Bangalore. While it did clog up the traffic from the airport towards bangalore esp on Sunday evening peak hour, the arrangement seems to be working in the long run. I'm bullish that pretty soon, the upgradation of NH 4 will be over and the traffic situation will be much better than before.

As a regular observer of this project from the begining , I should say hat the progress has been pretty impressive from the last 4-6 months. The elevated road , in my opinion shall be complete in the next 2-3 months. After the completion of the service roads completely, the progress on main carriage way has been rapid. All the other flyovers till the Nelamangala junction is ready except certain approach ramp earth filling.I shall not be surprised if the road is open in the next 3-4 months.

UPDATE ON NELAMANGALA ROAD

The brisk pace continues. The Elevated Road construction has reached it's final phase with only 19-20 pillars remaining to be connected ( the final half a km ). I only wish they speed up the earth filling work for approach roads of the fly overs along this route ( on the non elevated sections ) so that the main carriage way can be opened for the traffic. once this is done, it shall be much easy to complete under the bridge sections as most of the traffic goes over the bridge. I still feel that if they work hard this project can be opened for traffic in the next three months.

There were some photos posted sometime ago on Praja about the bridge and the span width didnt seem to be too wide..

Is it at least 4 lanes..like the BETL? If not it may not be too useful..I understand that the plan was to build a 6  lane expressway and this 4.5 Km elevated stretch was part of it..6 lanes seems small compared to the 10 lanes of the Hosur road!!

Is there also a plan to build an interchange at the Nelamangala junction for NH7 and NH4?

The Elevated Section ( bridge ) construction has reached it's final phase with  just 5-6 more pillars are remaining  to be linked. In the next couple of weeks this 4.5 km overbridge road shall be more or less complete. The bridge has four lanes. the road  below has six lanes. In addition there are  service roads on both the sides, two lanes each.

Lamp posts are being errected both on the elevated and non elevated  sections for the illumination.Even the plants are being planted on the median.

But the earth filling work for the ramps of the few overbridges are still taking more time. The company seem to have reduced the resource deployment for reasons best known to them.

According to NHAI website, the project should complete by March end 2010. But in reality it is not possible. looks like the company is getting an extension of 3 more months for opening the road.

Update on Nelamangala Road

The NHAI site now displays the completion deadline as June 2010.

The Elevated Road is complete but for some finishing work, Lighting, Side walls etc. The approach ramps of few flyovers are still incomplete. The road below the elevated section is more or less complete. City side Toll plaza is ready. The other side it is not yet ready.

Disappointingly the company has reduced the resources significantly and the work has been slowed down considerably. Perhaps the company wants to ramp down and ramp up some other projects ( the same company has been awarded Kundapura-Surathkal project on NH 17 ).

I shall not be surprised if the completion deadline gets extended further beyond June 30th.

In the meanwhile the commters problems continue. The entire traffic jostles for space on the service roads.

I really hope that  the concerned shall ensure the completion of this project on a war footing and without any further delay.

I was there on this road today.

It is highly unlikely that this  tollway  shall be completely ready by 30th June. Perhaps another extension of deadline is in the works, at least for 45 more days. Perhaps 15th august is being considered for freeing the road users from the ordeal !

There is considerable work to complete the approach ramps of  some fly overs. The approach ramp in the begining of elevated road ( near CMTRI ) is not ready. Considerable work is pending on median.

The very fact that war footing work is not visible gives us an indication that another extension of deadline is in the making.

 many thanks pratap.... U know I am mainly considering writing to either NHAI or navayuga concerning re-greening the stretch....... As it might already occured to you that this stretch is now almost barren and would get be a lot more humid than before... Do you see any greening of this stretch....? atleast after the tollway gates at parle.....! adding to this... dont u think the service roads near peenya is dangerously close to the footpaths  (if any)  and what about the width of the service roads itself.... I think the service roads itself are designed to force commuters to take the tollway... Please correct me if i am wrong

Travelled from Tumkur to CV raman nagar few minutes ago..took me 2 Hrs 25 Min for a 75 KM stretch..

The road is pathetic and they are still in various stages of building the road..there are atleast one or two bridges in which work is just starting! The work pace is also very slow for some reason..no sense of urgency anywhere..looks like they dont want to start on the toll any time soon!

No sense of cleanliness or safety measures. Its like a poor cousin of BETL. I wonder why PIA guys dont take this up as an issue, the road below the flyover is seen to be believed. There are dangerous debris strewn all across the road. Jalahalli cross resembles some of the poorest of poor countries in this world. You cant believe you are in Bangalore.

Balaji/Pratap you should post snaps here as I dont travel frequently along that stretch.

Balaji, I agree that green is the casualty in this project. Other than some half hearted gardening on the median, no other serious attempt is being made as on now for planting trees on both sides after the service roads. As you have observed, there is hardly any space between the service road and the buildings on Peenya and Dasarahalli stretch.

I appreciate your efforts towards sensitising NHAI on this issue. At least beyond the above congested areas some greenery can be developed.

There is no way this project can be completed by June 30. An extension is very much likely.

Opening Soon ?

The buzz is that the Nelamangala Tollway is going to be thrown open for the traffic on 15th of August. The NHAI site still says the completion date is July 2010 !

Yesterday I traveled through this and it is true that most of the work is complete. but considerable finishing work is pending in the main carriage highway. The service roads are far from completion.

Perhaps they are planning to open the ccarriage way and there after focus on service roads and other pending works ? One thing is sure, till 14th august midnight there shall be work to complete. Even after that dont be surprized if the D day is postponed citing some or the other excuse.

I shall update again post 15th August.

Pratap and others,

Could the work on the upcoming Reach-3A and 3B of Namma Metro be a possible reason for the slow progress of work on service roads? The Metro alignment is proposed to run on the northern side (right carriageway towards Nelamangala) of the expressway and parallel to it between HMT Link Road and Hesaraghatta Cross, and land acquisition/demolittion on that side is supposed to be in progress. Perhaps NHAI have anticipated some barricading and construction work there and hence not tarred the service roads, at least on the northern side. Similarly, the lack space between the service road and the buildings is possibly because the buildings themselves are due for acquisition or demolition.

One more bottleneck on Tumkur Road

BANGALORE: It turns out that the joy was premature for regulars on the busy Tumkur Road. Initially, they were elated over road widening and commissioning of the elevated highway between Goraguntepalya and Nelamangala, particularly as the drive from Nelamangala to Goraguntepalya takes just 20 minutes.

Alas! what has ruined everything for them is the half-hour crawl before reaching Yeshwanthpur.

This is because a major portion of the national highway (NH 4) near R.N. Shetty Plaza has been taken over by Namma Metro for the construction of the Yeshwanthpur Industrial Town Station.

The result? While those bound for Nelamangala have it easy, what with also being supplemented by a service road, Yeshwanthpur-bound vehicles have to squeeze through a 10 foot-wide space, creating a classic bottleneck.

D Day postponed.. Once again

This is not yet all surprising although disappointing. Earlier news reports about 15th August opening proved to be wrong.  Rather it would have become a matter of surprise if they had opened the tollway on 15th August and the harassed road users would have got freedom from their long suffering.

Todays TOI report says NHAI is expected to throw open the road by this month end. I just dont understand why NHAI can't make a clear public commitment and stand by that ?

Hopefully they shall make it by EOM.

no 2,3 wheelers on the tollway

For about a week now i travelled on the  expressway and everytime the security guards are warning the 2 wheelers and the 3 wheelers not to take the expressway and take the service roads instead. they said NHAI has banned entry of 2 and 3 wheelers.  Another classic case of discrimination (in my opinion). They also told me that the toll would be collected for all  wheelers from 25 of sep. Dont know how far is this true. THey had also displayed the "on trial run" banners everywhere on the expressway.

i guess its not fair to exclude 2 wheelers and 3 wheelers.

Expressways are constructed to help speedy movement of traffic. 2,3 wheelers will slow down the traffic. And the elevated roads can be dangerous for two wheelers. So NHAI has done the right thing by banning 2,3 wheelers on the tollway.

Fair way

A fair way though is to put up minimum & maximum speed limits and let the vehicles which travel on the expressway adhere to it. I know for a fact 3 wheelers cant do it. Some of the 2 wheelers can but wont be safe for them. This will mean they have to have cops pulling up vehicles which travel slower causing backups. What they are doing now is a lower effort way of enforcing the speed. Not garunteed that lorries which travel up there will be faster than the autorikshaws. This speed limit way should be extended to all corridors of the city.

NHAI puts up these things precisely because our cities make these highways into city streets by opening up businesses & facilities directly to interstate infrastructure. NHAI want to prioritize interstate speedier movement of goods & traffic without having to lock us down but  we want to colonize their expressways with our autorikshaws also, given a chance we will put up a building with a door opening on to the expressway :)

except for the 'all elevated' stretch of about  4 Kms starting from ring road junction on Tumkur road ..till a little after Hesarghatta jn

Its an excellent drive with no issues of any sort..Tumkur's 70 Km from Blr and this shd be done in an hour easy once the entire stretch is opened..it takes 15 min more now since the 4Km is not opened yet.. 

'Flying over' the NH 48 jn is the best part of this road..its brilliant!

 I returned from Chikmaglur to Bangalore by the 1330 volvo-the bus reached Nelamangla bye-pass junction  at about 6:15PM.after taking the right the bus hopped on to the tollway road-it was just a zip through with the bus reaching hessarghatta road junction at 6:35PM. As the flyover wasnt opened the bus stuck at the signal for about 10 minutes-then the metro rail constructions and other things ensured that the volvo reached majestic at 7:30PM-when I did the same trip in august the bus had reached majestic at around 8:50PM-so I had nearly saved 100 minutes because of expressway

However City BMTC buses cannot use the tollway as all the stops are on the service road-anyway if all vehicles used tollway even service road should be clear of the traffic so they might not be affected

CONCERNS...

Except the 4.5  kmts flyover from CMTI to Kennametal Factory, the expressway is open for the traffic.Even this flyover looks to be ready in all respect and should be waiting for a VIP date for the opening !

It just takes 10 minutes to reach Nelamangala from Kennametal /Parle where  toll booth is located. Vehicles zoom at high speeds. But the following are the concerns :

1. At many places people cross the road and this is highly dangerous considering the speed at which vehicles move.

2. Trucks use the main carriageway as parking lot at many places even now.

3. Absolutely no lane descipline and it is common  to see the slow moving trucks using right most lane forcing others to move zig zag. This could lead to serious accidents unless checked.

4. You can find debris , stones, pipes etc on the live road at many places and this is simply dangerous.

5. They dont switch on the street lights during the  night despite opening the road.

I hope the company and authorities look into these issues before things go wrong.

SInce this expressway is access controlled. the idea of 2 wheelers slowing down traffic is unfounded. I dont buy the logic that the 4 wheelers dont slow traffic. Heavily loaded trucks dont move fast either. adding to this the narrow service road is dangerous towards the left sides as the entire stretch contains deep pits allthrough. Expressways are constructed simply to allow fast moving of vehicals and the speed should only be the criteria for ban or allowing them. The proposition of entry or ban based on the number of wheels of the vehicles is rather a naive and illiogical criteria.

Safety of two wheelers on expressways

I had noted two issues with allowing 2,3 wheelers in my comment -  speed and safety.

By arguing that speed should be the only criteria for allowing a vehicle on the expressway, I guess you are also implying that a two wheeler can travel at the minimum speed limits expected of an expressway. On an expressway, cars, multi-utility vehicles and buses can travel upwards of 80 KM per hour without exceeding their safe operating limits. However scooters and even 100 cc motorcycles will be close to their upper operating limits in terms of safety if they operate at that speed. At that speed, even a tiny pothole on the road can cause the driver to lose control which can be fatal to him and the pillion rider.

I grant it that Lorries travel quite slow in India. However on multi-lane highways, they generally stick to one lane and do not make abrupt left or right movements. Our two-wheeler brethren one the other hand are adept at making abrupt movements and weaving from left to right between vehicles.

If a car or a Volvo bus passes a slow Lorry at double its speed (say 100 KM/Hr), it is not going to startle the driver of the Lorry. However such a maneuver can cause a two wheeler driver to lose his balance. Another aspect to consider is that since a two wheeler doesn’t take much space, other drivers will attempt to pass it while staying on the same lane thus endangering the two wheeler driver. Drivers of larger vehicles cannot take such liberties with other large vehicle, and they will wait for the other lane to clear before passing.

There is also this small problem with this phenomenon called Bernoulli Effect whereby a heavy vehicle passing close to a small one at a high speed exerts an attracting force on the smaller object. A Volvo bus passing close to a two wheeler at a high speed can cause enough attraction to cause the two wheeler to lose balance.

Finally if a lorry and a bus going in the same direction graze each other slightly while passing, they may lose some paint or get some dents, but people are not likely to die. In contrast if a fast moving vehicle grazes a two wheeler, the two wheeler is going to topple and fatally injure its occupants.

My observation while travelling  is that most fatal accidents are caused because the drivers do not maintain a safe distance between each other. While the blame for such behaviour usually lies with both the drivers, in the case of an accidents involving two wheeler and larger vehicles, it is the two wheeler drivers who have to bear the brunt of the crash. So in the interest of their own safety they need to be segregated from other high speed heavy vehicles in Expressways.

You have a point about the service roads on highways not being in a good enough condition. However the solution is to fix the service roads and make it safe for the smaller and slower moving vehicles.

Absolutely no lane descipline and it is common  to see the slow moving trucks using right most lane forcing others to move zig zag.

While naive to think that signs such as these here, would change that... actually posting these  might gently remind driver(s) of expected road behavior and permits for the those who actually respond to posted signs.

Nelamangala NH-4 Toll applicable

At last, the long-suffering motorists on the western and northern parts of the City got some relief with the a 4.5-km stretch of elevated highway between Nelamangala and Yeshwanthpur (CMTI) junction thrown open to traffic on Friday.

The Elevated Highway has reduced to a mere 10 minutes travel time between Nelamangala and Yeshwantpur that used to take 45 minutes.

The stretch, part of the 19.5-km toll road, is elevated up to Widia factory, levels off to some distance and is again elevated for a distance of a few kilometres at Dasanapura and Nelamangala.   

The stretch below the elevated road will continue to be toll free as it comes under the City limits, but motorists have to pay the toll on the main road beyond the City limits.

I never realised the comment i made in 23rd october 2008 would live to see the day the elevated toll way actually complete - all within 2 years!

Since i live in Malleswaram, i took a night ride on the tollway with a few friends - and we loved it. I managed to keep the car steady at over 90 kmph! (yay no ticket for speeding!)

This is a MUST needed road. NH4 gets clogged to crazy as a this is a crucial artery into Peenya and the smokestack industries of our city.

Yes, NHAI has a good record of delivering on time..indeed its a commendable feat..

However the major traffic issues with ORR jn on Tumkur road will kind of take the sheen away from this project..BDA needs to get cracking up and fix this..

To make ORR signal-free at Tumkur Road, a 450m deviation will further be taken, which will go through the side of the air force land and adjacent to the high tension line and will join the ORR on the other side of Tumkur Road. Further at Tumkur Road, an underpass will be made. What work has been done between Hebbal flyover and Central Silk Board junction, will be repeated in this stretch from Hebbal flyover to Kanteevara Studio as well, with a budget of Rs400 crore to Rs450 crore.

today evening some executive style guys at nelmangala gate [near 1st Jas toll gate] told riders to use service roads;when i said i commute daily, they said 2&3 wheelers r banned. seems like a conspiracy as a ban might be there only on the ypr widia flyover. clear discrimination. lorries hog all lanes at 30 kmph. and service roads are for local traffic, and dangerous. nhai does nt see the unnecessity of the flyover, i met 1 lorry and 3 cars on it today.
