The Inland Rules was brought in 1986, when the Bofors scam took place, to knock out all honest and straight forward arms dealers. Coincidentally, thereafter, it seems that the scams in defence purchases have become bigger and bigger.

There are agents in every business, and they have an important role to play. There will of course be the few who will do everything possible to maximise their commissions. But, by eliminating the agent, you'll be eliminating only the legitimate ones. The illegitimate ones will flourish at your cost, both in terms of value and time.
This is plain common sense; but, apparently not too evident to an economist PM and his saintly Defence Minister.
