250+ new bus shelters from BBMP

Newspapers may have covered this already, but BBMP is redoing 250+ bus shelters for BMTC in the city. Several tenders were floated this month asking for:

"REMOVING EXISTING BUS SHELTER AND DEVELOPMENT AND MAINTENANCE OF NEW TYPE BUS SHELTER WITH KIOSK AGAINST COMMERCIAL ADVERTISEMENT RIGHTS ON DBOOT BASIS"

I could find and download a tender document from Karnataka gov's eprocurement site. Attached is the list of bus stands in case you want to see the list. I have uploaded an edited version of a tender document here as well.

There is talk of a design specification in there:

"Development of bus shelters should be as per the specification and drawings provided by BBMP and any violation of what so ever will not be entertained."

Sadly enough though, can't find the design spec on eproc or BBMP website. Would be nice to see that as well.

I think these new bus stands will have place for displaying routemap, information boards for listing buses that touch the stand etc.

Lets see how long this takes to be done.

Alright, done with my posts for the day, had these drafts sitting for over a week now :)

In general, browsing the eproc website is a good idea. Better to track city development work there than in the newspapers.

wish BBMP, BDA etc will make the design specs too available on the eproc site itself.

In the absence of the specs the following are my comments-

1. The space for advertisement should be limited to 50% of available space.

2. The Shelters should be located to suit the convenience of commuters including change over from one bus route to another at junctions.

3. The Bus Stop name should be specific to the location as understood by the commuters. General names giving the name of the same road at a number of bus stops on the same road should be avoided.

4.It is hoped that the designs will conform to norms and give real protection to commuters from rain and sun in addition to allowing the view of incoming buses without blocking their line of sight.

5 At important locations where several bus routes merge more than one shelter should be provided bifurcating them according to destination direction to avoid congestion and chaos at a single bus shelter.

6. The existing shelters in good condition built at cosiderable cost should not be discarded, but renovated and kept in use.

Prototype at Palace Guttahalli

Looks like there is a prototype of the new bus shelter at the Palace Guttahalli bust stop. Noticed it just yesterday - will try and take photos so I can post it.

While it is still not fully done, my initial impression is that it is a step back in terms of design quality and aesthetics. Wish BBMP involved the public more in the design and selection process.

Took the 500C (which seems more frequent than even 335E) from Jayanagar 5th block to Brookefields.   Parked near Jayanagar 5th block.  

There are two BBMP sheltered bus stops on 46th cross Jayanagar (one on each side of the road) between 9th and 11th main.  Both look new, but both are not in use.  The buses stop away from them and people wait in the sun and rain.  

On the way back, my wife asked the 500C conductor why the bus does not stop at the proper bus stop and his reply was "Nobody stands there"!!!!!  Something is clearly wrong.

Anyway, the bus journey was fine.  But the facilities provided for bus passengers remains abysmal.  35 lakh people use buses and they are treated so badly!

There are several such locations where the shelters are built needlessly and no one uses them.

Care should be taken to build them at required places.

There are also many locations where shelters do not exist and are badly required.-e.g.-

1. HAL II stge at 100ft. road/12th Main (towards Domlur).

2. Domlur Bus stand which is under renovation, but not even a temporary shelter provided, putting a large number of commuters to hardship.

3.Kodihalli stop on Jeevan bimanagar main road (towards J.B.Nagar).

Before demolishing existing bus stops and rebuilding, shelters should be provided where no shelters exist.

Somebody is really getting richer year by year given that there is tender for Bus shelters on yearly basis. Most noticeable is these shelters are repeatedly being built and rebuilt. Isn't this fit example of daylight robbery?

Yup, exactly - it is a big scam. I recall a couple of years ago they started making these silver modern looking ones - a few remenants exist on the Outer Ring Road. And then last year they replaced them with these green ones with about 40 tubelights per bus stand. And now apparently they have a new design. Absurd  ! Clearly there is some corruption on a large scale going on.

alright, a break from criticism

Yeah, bus shelters and BBMP - there is some recent history there. But, criticizing the past is easy, shape the present if you can. If we don't prod and ask enough about the present, we are asking for these initiatives to turn into scams.

Now, what is the difference between DBOOT and PPP basis? From what I can gather, BBMP may not be spending any money this time. there are 10 packages of 25-26 bus stands each. Bidder will build shelters, and keep part of money from advertising. - is this the model?

Also - there is some method this time in listing bus shelters. I think each package aligns with some trunk routes. Take a look, open the tender doc and shelter details, and then criticize.

I am not batting for or against BBMP as such, can't do that till we see the design, and time-lines and cost structure for maintenance of these bus stands.

There must be some, but can't figure it. Take package 5 for example. Pasted below.

Why not include bus stops in trunk routes (the Big 10 corridors) in one package - that will make it more attractive to bidders because then they get to show ads and sequences all along the dense route.

Money from the dense trunk routes could fund for maintenance of other bus stops.

Also notice - bus stand types. A, B and C. 3 design types.

When BBMP is planning to develop shelters, a few things must also be taken care with high priority otherwise the shelters will not of much use, or if they are, they will not be good enough after a year or so, and then BBMP will again demolish and build new.

(1) They should be user-friendly and provide good shelter in rain as well as sun.

(2) They should have good entry and exit so that people can enter/exit in the shelter from the ends and not in the middle.

(3) It should be made mandatory for the buses to stop just near to the shelter so that citizens can directly step-in the bus from the shelter, they should't be walking on the road for a few feets to get the bus. This will help preventing accidents as well as also lessen  the nuisance created by bus drivers occupying more than one lane on roads, causing traffic jam behind them.

(4) Care should be taken care that atleast the new shelters should be made a little ahead of signals, they shouldn't be just after the signals,  which seems to be normal practice on Bengalooru roads, and if its not, buses stop there only.

If BBMP and BMTC are not talking (coordinating), how can all the bus shelters be at required locations? Some PPP for thought.

In addition to BBMP & BMTC, Traffic police are also involved. All these should coordinate with the commuting public to fix the correct locations.

In the recently modified K.R.Cicle we can find five new bus shelters built towards Nripathanga road, none of them being in use as no buses stop there. Whose brain child was this plan? Who is accountable for the waste of resources?
