The NCAER study of state policies affecting competition in Passenger Road Transportation Sector, commissioned by the Competition Commission of India in March 14,2007, recommends major role for private players.

PPP: Competitive Bidding for permit granting and assigning routes/ Franchising or Contracting of routes& USO Implementation
Organisational Arrangement: Competitive Tendering Department in STCs
Regulators:
- Federal - to ensure Motor Vehicle Act, properly Interpreted in tune with the Competition Act 2002
- Regional - Equal Treatment for Public and Private Operators; Same taxation regime; Allow accessibility of private operators to public bus shelters.
