Infrastructure

Traffic and Transit Management Centre or the TTMC sounded too technical and interesting and so wanted to have a first hand experience..

Went to the Jayanagar TTMC which was inagurated earlier this week and here is the photos from there. Very dissapointed to see the govt building another mall with JnNURM funds..

1.At Grade: Its just the same old bus stand that had been there at the same location since years..nothing new except for some steel chairs and maps

2. 1st floor: Commercial space (Mall)
3. 2nd Floor: Commercial space (Mall)

4. Terrace for parking which is grossly inadquate!

Thats all it is..a glorified MALL!

Is this the way JNNURM funds have to be utilised for improving the transport problems of aam aadmi?

Hardly two years are left for utilising JNNURM funds.  Best way is to indulge in creating infrastructure through civil works - requiring mega bucks and mega chances for various ways of circumventing the rules and regulations prescribed for utilisation of funds from Central Govt.

- Successfully implemented ? Volvo buildings?

- This is the fate of most of the TTMCs in Bengaluru - that have been designed and are under various stages of construction/  implementation throughout Bengaluru and Mysore - no respect for traditional or heritage or cultural value in their designs - monstro-city buildings meant to increase some non-transport/traffic revenue - corroborated by BLRSRI's post - that it is just an old bus stand at the ground level but with all the glitter and glitz on top floors - who gets these spaces is a different cup of milk for authorities who allot.

- Very shortly Mysore City will also have a number of such TTMCs with monstruous buildings that spew CO2.

- It is time that JNNURM made an inspection and put an end to such flagrant deviation from its primary responsibility of providing efficient transport system - ON GROUND - than indulging in huge spendings in the name of providing infrastructure.

Interesting..JNNURM requires public review?

JNNURM requires public review does it not?  How was this plan reviewed?  I had all kinds of visions in my mind when I first heard the term TTMC.  The "Whitefield" TTMC is in such an odd location.  It is located in the middle of the KIADB park roughly opposite the Vaidehi hospital. Not too many residential areas around.  Just a bunch of office complexes.  ITPL is also a good trot away.

TTMC - Details

This report in DH describes the Jayanagr TTMC as follows :

" Constructed at a cost of Rs 12.90 crore, the TTMC in Jayanagar 4th Block is spread across 3,700 sq mtrs and has a total built-up area of 11,103 sq mtrs.  The ground floor, spread across 2,604 sq mtrs, will house a bus terminal, while the first floor spread across 2,280 sq mtrs will house a BMTC office. The 2,739 sq mtr of terrace space will have public vehicle parking (60 four-wheelers) and 2,280 sq mtr for public utilities. Work on the TTMC began in February 2007, after demolition of the old bus stand opposite the BDA complex ".

This report in expressbuzz gives this description :

" The ground floor of the four-level Jayanagar TTMC building will be used as a bus terminal. This floor will also have a BMTC control room and passenger information counter. The first floor will have BMTC pass counters, BangaloreOne counters, rail and air ticket booking counters, post office and a food court and other passeneger amenities. The second floor will be a shopping area and the terrace will be used for parking. The building has a parking space for 60 four-wheelers and 150 two-wheelers.The BMTC has already floated tenders for the use of shopping area ".

I think some commercialization cannot be avoided since costs have to be recovered. This is the trend almost all over the world for train stations & bus terminuses. There are passenger conveniences also provided. Perhaps the design could have been better & the building could have been built with a local flavor.

@blrsri: nice work sri.  i wanted to visit the TTMC personally. After seeing your post i have no interest in making the visit.

They forget the main intention of building such TTMC's, park and ride for two wheelers and 4 wheelers owners was the main agenda I suppose to encourage use of public transportation.  An uncovered parking space for 60 cars and 150 wheelers, what a joke!!For city having a 2 wheeler population of 2471699.  They have got the priorities wrong for sure with the jayanagar TTMC. The shopping area on the second floor should have  been  reduced and more space for parking of 2-wheeler and cars allotted. And also covered parking on the terrace should have been provided. I wonder why can't planners think of such minimal needs.....Imagine they planned and built ramps all the way to the third level, but forgot to provide covered parking...

And also during the recent BMTC meet, Mr. Vishwanath said the jayanagar TTMC is smallest of all the TTMC's being constructed, so may we should wait for the other TTMC to be operational before making further judgements.

Compared to the old bus terminus what is the capacity of the new TTMC in terms of number of buses that can be parked/accomodated during peak hours at any given time? If there is no change in that number or if it has decreased then it should raise eyebrows.

Another thing that bothers me is the excessive utilization of space towards BMTC offices and commercial space, the idea of commercialization to recoup costs defeats the very purpose of citizen's taxes and defeats the very purpose of the TTMC. We need better utilization of the TTMC for transit purposes with a bigger bang for the buck in terms of accomodating more number of buses, more parking, crew rest facilities etc. and not have non-transit related stuff like shops etc. What will happen now is that the people visiting the mall will clog the TTMC approach roads and hog parking space.

All in all, the concept of TTMs is a good one but...judging by your report..implemented in a lousy manner (which was my fear from the very beginning when the TTMC concept was announced).

For those folks intent on keeping tabs on TTMC developments in Bangalore, there is a wonderful thread on SSC - http://www.skyscrapercity.com/showthread.php?t=747616

Jayanagar TTMC - The Constraints

the jayanagar TTMC is smallest of all the TTMC's being constructed

The Jayanagar TTMC is small because efforts to acquire land behind it (an old /disused graveyard) were unsuccessful. This effort (to acquire land) has been going on for decades for expansion of the bus station, but only a small portion was released earlier for widening the road leading to 4th T block.

During the BMTC meeting, I had enquired about the status of this with CTMO, who confirmed that land issues had resulted in the TTMC being of a small size - & they had now abandonned their efforts.

Some non-transport revenues need to be generated to subsidize transport operations & for the upkeep of the building & facilities. Public transport, by itself, is not profitable the world over, & India is no exception. Thus, models such as part commercialization of facilities (such as bus terminuses, rail stations, etc.) is resorted to as already mentioned previously.

Convenience shopping & other public services (such as ticket booking counters, bill payment facilities, ATMs, etc) at transit points helps commuters since they do not have to waste time to step out of the transit centre to purchase daily needs or pay bills.

Parking can be controlled for only bonafide PT users by collecting larger parking costs initially & refunding excess upon production of the ticket used when leaving.

Transit Prices subsidized by running parallel business.

If we compare the prices for transit abroad say US, UK to Bangalore, we are giving peanuts to transport companies and expecting services such as GPS tracking which are not even provided in those countries. On top of that we expect bus companies not to put advertisements or run some parallel business. For example in Boston subway, travel any where one time, it is $2.

Indian railways was so profitable without increasing (rather decreasing) fares only by innovative thoughs one among them being advertisements. In the same lines, BMTC has to generate revenue by other means and keeping the fares nominal.

I would say, reserve few space and provide free bicycle parking with the ability to lock the cycles to a grilled framework. 100 cycles can be easily parked in the space of 10 cars.

The space for the busses is the same as it has been since ages..infact..found the turining radius tight inside..I guess even the volvos will find difficult to get in there..forget the trailer busses!

One press report said they are getting a postoffice there..so what is the use of the bigger post office diagonally opposite?

The BMTC pass counters, BangaloreOne counters, rail and air ticket booking counters claimed will occupy less than 1/10th the space of the st floor space available..and rest will be again commercial area!

Btw the construction is still on..we dont yet have any shops or anything in place yet! Probably the mahurtha was right for opening!

If park and ride was one of the main intentions of a TTMC..then its a mockery!

TTMC and PT push

I will go to the area once before commenting on the TTMC. I am curious to know if the residents of areas around 4th block will now be spared from the parking over-spill.

Want to know if there would be a way to estimate direct gains from this TTMC on the public transport side.

TTMCs would bring revenue to BMTC. Fair enough, using land as revenue source is accepted way to support local public transport bodies.

But the TTMCs were planned as the local to long distance interchange points as well with the goal of encouraging public transport. Towards this, why not bring some changes in parking subsidy profile around the new TTMCs. Now that there is a big bus stand nearby, why provide parking area for free to Jayanagar 4th block shop-owners? Why not ban private parking in the residential ares around 4th block complex - poor residents are indirectly subsidizing the shops by tolerating the inconvenience. (Refer recent hungama that happened at Indiranagar)

Quite right - Once a bus facility has been provided with the necessary conveniences to all types of commuters, the next thing to do is introducion of parking charges all around the TTMC. Legitimate bus-users should be the only lot to gain from minimal parking costs at the TTMC & in surroundings, others should be charged higher (by the hour).

There are 60 cars on just two streets parked infront of houses in Jayanagar 4th blk area over the weekends..and they are not parked there cos its free..its lack of parking space itself..which is the reason!

The pillars in the Jayanagar TTMC still has steel rods jetting out..probably they plan to extend the floors in the future..hope its done soon!

SB,

How about an Praja day out at Jayanagar TTMC? Few photoes, comments might be able to collect.

Am also thinking of an another Praja team that can focus on TTMC only. Basically extract more info on TTMC from bMTC like their design, cost and making a variance analysis. Relay the messages between BMTC and Praja community.

Prepaid Auto Stand in TTMCs

ಮೇಲೆ
169 users have liked.

A prepaid auto stand in TTMCs will help those coming from distant place and want to go interiors of a particular layout. Prepaid auto managed by BTP strictly would help ladies and aged who cannot ride on their own.

Prepaid auto counters in Mysore are very strictly managed by Traffic Police and the rates are perfect. In Bangalore Railway Station (SBC) and Majestic Bus Stand, it is managed by auto unions and it is pre-inflated. For example, auto by meter to my house from Majestic costs 50-55 rupees, wheras prepaid costs 70 rupees.
