Magic Box Under Pass

To days TOI Friday, October 03, 2008, has an article by TG Radhakrishna, Indira Nagar, under civic problems, Titled "Magic Boxes Unscientific".

"

Most Magic Boxes or subways are being built without proper approach roads.....These 3.5 meter wide sub ways will mar the beauty of the garden city"

While I also tend to agree on the beauty aspect, the same is not relevant to pedestrian under pass. However it is not clear what is meant by proper approach road. Also what has future expansion of an area having the underpass got to do with it?
