Hebbal flyover to be part of tolled road to BIA

The Hebbal flyover, which is being widened, will be part of the tolled road to Bengaluru International Airport (BIA) and beyond.

However, motorists travelling to Yelahanka will be exempted from the toll. The flyover is provided with an exit point at the Yelahanka Junction. Also, as the Yelahanka sub-division is the last suburb under the Bruhat Bangalore Mahanagara Palike (BBMP) jurisdiction, it is out of the NHAI limits to be tolled.With the extension of the flyover, there will be an increase in the fare collected at the toll gates near the Trumpet flyover leading to BIA.

The widening of the flyover is part of the concessionaire agreement signed with Navyuga consortium, said officials in the National Highways Authority of India (NHAI).

Moreover, the widening of the flyover by 3.9 metre is expected to ease traffic on the flyover that connects National Highway 7.

The project is scheduled to be completed by April 2013.However, speculations are rife that widening of the flyover will help the consortium recover partial loss that it has suffered after it stopped collecting toll following public outcry. Under the public private partnership model, a concessionaire agreement has been signed between NHAI and Navyuga Devanahalli Tollway Private Limited for the NH-7 upgrading project.

The agreement is for 20 years on Build-Own-Operate-Transfer (BOOT) basis. While the agreement clearly states that the project has to be completed by Navyuga Devanahalli Tollway Private Limited at its own cost and expense, NHAI had allowed Navyuga to collect toll before the completion of the expressway.

We don't what all things their in the agreement unless we get the copy of the agreement thru RTI.

People going towards Kodigehalli, Batrayanpura, Sahakarnagar  how Hebbal Flyover will be used and already these residents will not be able to use Elevated high till Yelahanka.

Traffic ordeal on Gurgaon expressway ends

Following Delhi High Court's order, the toll plaza on Delhi- Gurgaon Expressway was dismantled on Feb 20.

GURGAON: FOR THOSE taking the Delhi- Gurgaon Expressway, life has taken an easy turn from Thursday. Thanks to the Delhi High Court, the traffic snarls have become a thing of the past.
 
On Wednesday, under the supervision of the high court, a decision was reached to dismantle the toll plazas at the highly congested Sirhaul border and IGI airport.
 
The removal of the toll plaza resulted in the ease of travel for the commuters who regularly ferry to and from Gurgaon.
 
No wonder then people from nearby areas, tired of the long queue in front of the toll plaza, assembled at the Sirhaul border to celebrate following the high court verdict.
 
Earlier, the National Highway Authority of India (NHAI), Infrastructure Development Finance Corporation (IDFC), the main banker and Delhi-Gurgaon Super Connectivity Ltd (DGSCL), present concessionaire, had submitted their consent reports to the Delhi High Court with the recommendation to remove toll plazas at these two places.
 
Apart from that, Justice (retd) Mukul Mudgal had also given his recommendation in the high court seeking the removal of the highly congested Sirhaul toll plaza. Mudgal had been appointed as special commissioner by the Supreme Court and he had inspected the Sirhaul toll plaza many times before submitting his report.
 
The lone toll plaza on the Delhi-Gurgaon Expressway will be at Kherki Dhaula, which goes to Manesar and Jaipur.
 
As per the court order, it will be up to IDFC to operate this expressway and toll plaza on the 27.7 km stretch starting from Subroto Park in Delhi to Kherki Dhaula in Gurgaon under the supervision of NHAI. The NHAI will issue notification in a couple of days regarding the new toll charges.
 
Sources in NHAI said the rates may go up at Kherki Dhaula toll plaza to make up the losses to IDFC with the removal of Sirhaul and IGI toll plazas.
 
Following the eviction of DGSCL, it will be a tough challenge to maintain and operate the expressway. There is an indication that IDFC may give the contract to a company which specialises in the maintenance of roadways.
 
"As IDFC has lesser experience to operate or maintain the expressway, it seems that it may give contract or outsource it to another company," an NHAI source said.
 
One of the main force behind the removal of the toll plaza - the Toll Hatao Sangharsh Samiti (THSS) - had filed its first writ petition in November 15, 2011 in the Punjab and Haryana High Court. Since then, at least 15 writ petitions have been filed by different citizen bodies for the removal of Sirhaul toll plaza.
 
"We appreciate the high court decision as it is in the interest of the common people who would lose valuable time and fuel to cross this toll plaza," Santokh Singh, the lawyer representing THSS, said.
 
"We have won the first battle with the removal of the Sirhaul toll plaza and now our target is to remove the Kherki Dhaula toll plaza as well to give a free ride through the city of Gurgaon," Singh added.
 
TRAFFIC COPS ON THE JOB
 
THE Gurgaon traffic police are ready for a post toll world and have plans in place to tackle the traffic flow.
 
"Keeping in mind that vehicles would be travelling at great speed after the removal of the toll plaza, causing inconvenience to those coming from Gurgaon via the Udyog Vihar flyover, we have decided to construct an extended U- turn at the end of Udyog Vihar flyover towards the existing toll booths to prevent accidents," said Bharti Arora, JCP Gurgaon, who has the additional charge of traffic.
 
The traffic officials will inspect the toll plaza at Sirhaul to earmark possible options. In case the U- turn option fails, riders will have no option other than to travel for another 3 km and take the Rajokri flyover and from there take an U- turn towards Ambience mall.

Very good decision by Court and it was mess created by NHAI in generating revenue in the name of toll by slowing traffic defeating the purose it was meant for.

What about the NH-7 elevated High way & Trumphte Flyover at BIAL

Document shows the trumphet flyover is part of the tolled  highway as if it NHAI.

When I was reading BIAL document with reference to UDF,  they have included Trumphet Flyover cost ars Rs 117 Crore in recovering UDF from Passengers as direct Aeronoutical Exprensis.

One end NHAI did't  build this grade seperator, collecting toll just before the entry to the trumphet and BIAL is recovering the investment thru Passengers only.

Interested to know who owns this Trumphet flyover ???? BIAL / GOK / NHAI

Who's responsibilty was to fund and build this Trumphet Flyover ????  Was GOI was not responisble

Why NHAI is collecting toll and shoing aspart of their project in concession agrement.

Who maintenace this Trumphet flyover ???

Why BIAL is recovering the trumphet flyover cost directly from the Passengers.  Other commercial business who come to BIAL,  r they not using this Flyover ???

Looking at Hebbal Flyover which was bulit arround 2004 at the cost of Rs 48 Crore. This is also  same as the Trumphet Flover at BIAL crossing NH-7 with ssame number ramps and crossing  Railway Line and Road.  Infact  BIAL Trumphet flyover total length will be less then  the Hebbal flyover  as four side traffic is not catered by BIAL Trumphet.

This BIAL Trumphet built by L&T who is also shareholder in BIAL.  Hebbal was built by Gammon India.

Cost should not have crossed 100 crore even if takes double the Hebbal Flyover cost inspite  of Hebbal flyover area is having water table.

Also GOK has spent 17 Crore in acquiring land for the Trumphet Flyover at BIAL which is not part of the

When L&T built the Trumphet, why they did't build small station

As earleir mentioned about the Mahindra world city funded small halt station  at Paranur / Chennai on Suburban Track with One Crore investment.

Same way L&T & BIAL could have built small halt station with less then a crore during 2006 while executing Trumphet Flyover.
