A draft road transport and safety bill is posted on the MORTH website. Click here to see the draft. It is a long, long piece of legislation by Indian standards, about 305 pages. The law also appears to try and cover anything and everything connected to road transport in one, giant, omnibus legislation.
From the initial thoughts gathered here we found a lot of gaps in what it claims to do vs what it actually is trying to do. Some of us gathered in a group and it led to a few things
1. We will break this mammoth piece of a bill down to its constituent parts in this project and see if we can gather public opinion on it.
2. We will write to the ministry recommending more diligence in such things and supplement with the thoughts we have gathered here
So here goes.
Thissection is an attempt to change public transport by bus.and other vehicles. However, an overarching vision is lacking. Many new categories are introduced in the place of existing categories, but it is not clear that the existing problems of the sector are fully addressed.
This blog is for some high level feedback on the draft transportation and safety law 2014. While the tone of this blog will be critical on focus on the improvements, there are certainly many good features in the draft law. The brief and critical focus is to keep our eyes on the suggested improvements.
