CIVIC Bangalore, INHAF and Hazards Centre have great pleasure in inviting you to a National consultation on “How Inclusive are our Cities? Implications for the 12th Five-Year Plan from the Perspective of the Urban Poor”
Date:  Friday, 27th and Saturday, 28th January 2012

The consultation is aimed at assessing the inclusivity of the policies and programmes related to the urban poor. This is consistent with the initiatives taken up since 2006 by CIVIC, Hazards Centre and INHAF to help articulate recommendations by civil society to ensure social justice / social inclusion / social protection, as well as suggest or review draft frameworks for proposed laws or policies.

The consultation aims at addressing issues of housing, basic services, social infrastructure, rights-based initiatives and governance. All the above issues will be assessed in relation to various relevant statutes and schemes, including especially JNNURM, RAY and the 12th Five-Year Plan. It aims at monitoring the design and implementation of the pro-poor component of the policies and programmes in a stakeholder partnership manner as the challenges ahead are innumerable and will require efforts of all so as to achieve the avowed objectives. It therefore aims at initiating dialogues with the governments and others concerned with planning, investments and implementation through alternate formulation of analyses, ideas and alternatives.  Finally, it aims at building capacities of civil society to contribute to just, better, productive and equitable cities with a life of dignity and opportunity for the poor.

The two-day national consultation is meant for subject specialists, policy-makers and programme implementers from the national, state and local governments, researchers, academics, professionals, media, NGOs, concerned citizens, urban poor communities and their associations and representatives.

You are therefore cordially invited to bring in your share of expertise in order to have fruitful and meaningful discussions and learnings. Enclosed is the concept note and itinerary of the national consultation.

Session Framework: Every session will include: experiences on the ground, an understanding of what has happened under various statutes and schemes; alternatives proposed under different  policies and laws and as part of the 12th Plan. Session presentations and discussions will strive to articulate recommendations by civil society to ensure social justice / social inclusion / social protection, as well as suggest or review draft frameworks for proposed laws or policies.
