Background of the project: Rail over bridge from wheeler road to banaswadi.  A joint project between BBMP and south western railways. Started in June 2006, expected completion 18 months from the start of the project., which is around Jan 2008.  But as expected it was not completed on time.  Revised deadline October 2009..I still doubt they can complete  by October 2009.

I pass by the flyover under construction almost every other day, everday it  just reminds me of the callousness of the authorities, raw mismanagement  and lack of execution skills in our bureaucratic machinery.  Even after taking 36 months and more its still incomplete....Here is a photoreport on the same by DNA. 

On whom do we fix the responsiblity for the hardship caused to commuters/pedestrains who have to undergo the ordeal for this long ??Is building a ROB such a complex engineering task that it can't completed even after three years and more??

I guess this is true about absolutely every RoB/RuB being built in the city!!

I was recently struck in a railway crossing at Jalahalli, on the ring road connecting Tumkur Road and Hebbal for about 20 mins. With only govermnet agencies operating all around, there is no dearth of land availablity to build a RoB/RuB here. Since this is very close to place where the track from Yeshwantpur separates to Yelahanka and Tumkur, an additional line was recently added, connecting the Tumkur and Yelahanka lines, without the need for touching Yeshwantpur. Now there are two railway crossing about 100 mts away!!

A twenty minute wait is better a three year one!!

To be fair to the authorities (SWR/BBMP), one of the good things is that there were 5-6 railway crossings in the vicinity, and they have been building the bridges one after the other, and by providing alternative roads/bridges for public use.

 I think the root cause for many of these delays is that the railways bureaucratic procedures are pretty complicated. Funding for these projects have to get into the rail budget (since there is cost sharing) and there are always fairly rigorous safety criteria.  The emphasis on safety is commendable, but surely, the clearances can be expedited?  Other examples of delays that can be cited are the Kadugodi ROB, the Benninganahalli RUB widening and the time it took for the Marathalli bridge doubling etc.  Another example that I know of is a ROB on NH47 north of Kochi.  While the highway was widened years ago, it took a long time for the bottleneck at the bridge to get fixed.

Isn't a fit case to file a RTI with SWR?

Going through your postings, it s becoming obvious that may be it is time file a RTI with SWR asking for status report on all these incomplete ROB/RUB.

Also questions to be asked are reasons for delay (if any) and latest expected completion time line. Let me know if you need any help in drafting the RTI and process to file it.

What are the questions that need to be raised.

1. Number of Railway crossing in BBMP limits?And their locations- area?

2.How many are manned railway crossing?How many are unmanned railway crossing?How many have RUB/ROB completed for the railway crossing? All of this within BBMP limits

3.How many RUB/ROB are presently under construction and their locations within BBMP limits.What is the their status?Actual start date, Completion date, Revised dates, Reasons for the delay?

4.How many more RUB/ROB are in the proposal stage, tendering stage and their locations within BBMP limits?

5.No. of injuries and deaths at the railway crossing within BBMP limits for the last three years?

6.What is the funding pattern for RUB/ROB construction?

If there any more question please add them .

The project is 88% completed and target date of completion is December 2009 according BBMP website.

I visited the spot. The people working there said it might take another month to complete. I saw that they are working on finishing stuff. The basic structure seems to be ready.

The flyover is not yet opened.  The people of the area went on a protest against the opening of the flyover, until the service roads underneath the flyover is made usable.  As I passed through road today, i observed BBMP work happening to fill the road with gravel and ready to tar.  Hopefully it should be inguarated by march 2010.   The flyover is ready to driven even now.  In some ways its a victory for  the local citizens,they  have forced the BBMP to act, the local MLA  was made to support them.   It goes on to prove that a few aware citizens can together can push the politicians and the bureacrat to act for the common good.

Before the commencement of a project, shouldn't the authorities concerned be displaying a scale model of how the entire place is going to be looking after completion, at the nearest BBMP ward office? For lack of that, everyone seems to be going about like the blind men around the elephant. Along with that, of course, should be information on date of commencement, expected date of completion, estimated cost, name/s of the contractor/s, contact particulars of the official in-charge, etc.

Perhaps the RTI query could be "why this has not been done?"

Finally thrown open for public

finally the flyover has been thrown open, of immense relief to people residing and travelling through east bangalore.  The service road underneath the flyover have been asphalted and pending works going on.  Will get back with some photos.
