The Planning commission for the year 2007-2011 has identified Indian Railway Routes for Electrification and Double Stack Routes. First Link (pdf from Planning commission website)

And (Attachment : : Page no 10.0)

The points for consumption are:

1.0 Currently the vertical clearance of Road Over Bridges on Railway Tracks are of an average from 5.50 mts to 6.875 mts.

Third Link - from railnet website

2.0 The railway has identified locations in its railway station zones where the footover bridges have to be raised because of this short sightedness  by the various agencies.

3.0 What will happen to the Bridges already constructed by various agencies like NHAI,State Public Works Departments,Local Municipal Bodies?

The responsibility lies both with the executing agency (Contractor) and the Implementing Agency (Employer or Client). The document of Planning Commission is also part of the Data Collection and has too be taken in account by the Design Consultant/Contractor and Employer.

It is also to be noted that the Railways Design of Bridges is based on the age old methodology of the British Era. It is not based on direct superimposed load but on the Vibration in the foundation by the Trains and lateral clearance.

Than what is the function of the stone ballast other than to absorb the vibrations??
