First in independent India, Census 2021 to collect data on OBCs: Home Ministry

Census 2021 will for the first time in independent India collect data on Other Backwards Castes (OBCs), a move considered politically significant ahead of the 2019 Lok Sabha elections.

The then V P Singh government had announced 27 per cent reservation for OBCs based on the Mandal Commission recommendation, which was broadly prepared on the basis of the country's last castes data collected in the 1931 census.

The disclosure of the decision to collect the OBC data came after Union Home Minister Rajnath Singh reviewed the preparation for the Census 2021.

"It is envisaged to collect data on OBCs for the first time," a Home Ministry spokesperson said.

The National Sample Survey Organisation (NSSO), a wing of the Ministry of Statistics and Programme Implementation, had announced a sample survey report on the country's population in 2006 and suggested that the OBC population in the country is around 41 per cent of the total population.

The NSSO had enumerated 79,306 households in rural areas and 45,374 in urban regions.

The ruling Bhartiya Janata Party (BJP) is expected to highlight the decision to collect OBC data in the 2021 census in the run up to the 2019 Lok Sabha polls as several OBC groups have been demanding for it for long.

In 2011, the United Progressive Alliance (UPA) government had conducted the Socio Economic and Caste Census and its findings were released on July 3, 2015 by the present National Democratic Alliance (NDA) government.

Subsequently, on July 28, 2015, the government had said that a total of 8.19 crore errors were found in the caste particulars, of which 6.73 crore errors were rectified. However, 1.45 crore errors are yet to be rectified.

The home ministry spokesperson said the census 2021 will be finalised in three years after conducting the census instead of the current seven to eight years period.

In today's review meeting, the home minister discussed the road map for undertaking the census in 2021. It was emphasised that improvements in design and technological interventions be made to ensure that the data was finalised within three years of the census being conducted.

At present, it takes seven to eight years to release the complete data. Nearly 25 lakh enumerators are trained and engaged for the gigantic exercise. Accurate collection of data will be ensured in Census 2021, an official said.

The use of maps and geo-referencing at the time of house listing is also under consideration.

Singh also stressed the need for improvement in the civil registration system, especially registration of births and deaths in remote areas, and strengthening sample registration system for estimating data such as Infant Mortality Rate, Maternal Mortality Ratio and Fertility Rate.

After floods, leptospirosis scare in Kerala; over 150 cases reported so far

After the floods in Kerala, there is a spurt in the number of cases of leptospirosis, also known as ‘rat fever', in the flood-affected districts.

The Directorate of Health Services has issued a leptospirosis alert after a dozen suspected deaths and over 150 cases reported in the flood-hit districts in the last few days due to the disease. Kerala had reported 520 cases and 28 deaths between January and July this year.

After the surfacing of leptospirosis cases in the flood-hit districts of Palakkad, Thrissur, Kozhikode, Malappuram and Kannur, the public health department sounded an alert on August 28 to the doctors.

“There is a sudden increase of Leptospirosis from Thrissur, Palakkad, Kozhikode, Malappuram and Kannur districts. All of them had indirect contact with flood water. You may take this situation very seriously and alert the entire clinical team of your district. Any fever with myalgia to be taken as Leptospirosis and to be treated accordingly until further orders,” the alert said.

A senior official of the health services said that since the state is probe to leptospirosis, an infection caused by rodents, there was a good possibility of more incidence post-flood. In most of the cases, the official said that the affected persons had visited the flood-affected places and had not taken doxycycline for preventing leptospiral infection and leptospirosis.

On Wednesday, a volunteer engaged in the rescue operation and CPI (M) activist SV Shibu, 47, of Nedumudy in Alappuzha district died due to the disease. He was diagnosed with leptospirosis due to the infection through a wound in his limb. He involved himself in the rescue work ignoring precautionary measures.

In 2017 alone, there were 1408 confirmed cases of leptospirosis reported in the state of Kerala, of which there were 80 deaths reported. In 2016, there were 1710 cases confirmed of which 35 succumbed to the infection.

Here's why Salma Khan and Katrina Kaif's beautiful 'saas-bahu' moment was erased from Instagram

Salman Khan's sister Arpita Khan recently instagrammed a beautiful picture of her mother Salma Khan hugging Katrina Kaif. It was taken in Malta on the sets of 'Bharat' and Katrina could be seen sporting a Christian bride's look in it. 

When Arpita posted it she might not have even imagined the kind of response it would receive. The picture went viral within minutes and comments like 'saas bahu' started doing the rounds on social media. When a fan commented on the picture saying, 'Saas Bahu Goals', Arpita went on to reply with a 'don't-see-evil monkey' emoticon, which garnered a lot of media attention. 

However, Arpita has now deleted the picture and it has left people a little confused as Katrina has always been close to the Khan-daan, despite her break-up with Salman.

Recently when Arpita's husband and 'Loveratri' actor Aayush Sharma was asked to comment on the same, he said- "Pata nahi, kyun delete ki. Achhi photo thi, maine bhi dekhi. Woh on-set photos honge ya koi galat connotation na chala jaye is liye delete ki hongi. (I don’t know why she deleted the photo, I’d seen it too. Maybe she did it to avoid any wrong connotations since it was an on-set photo.) But, it was a sweet photo."

While speaking about the Malta schedule of 'Bharat', director Ali Abbas Zafar told a leading daily in a recent interview, "Salman and Katrina's chemistry is unmissable. This was Katrina's first schedule with Salman for Bharat and an important one for us because it sets up both their characters strongly. We shot a romantic song with them and one featuring Nora Fatehi, along with some elaborate action sequence. There will be more action and romance in Abu Dhabi next month."

India's GDP grows at 8.2% in April-June quarter; overtakes China as fastest-growing economy

The Indian economy grew at 15-quarter high of 8.2 per cent in the April-June quarter of current fiscal, according to government data released on Friday.

The growth has been due to a strong performance in the manufacturing and farm sectors.

With this, India established its position as the fastest growing major economy, clocking higher expansion rate than China’s 6.7 in the same quarter.

Following the release of data, the benchmark BSE Sensex recovered over 100 points and NSE Nifty reclaimed the 11,700-mark ahead of the release of key GDP data scheduled later in the day.

The 30-share Sensex rose 138.06 points, or 0.36 per cent, to 38,828.16 in early trade, after hitting a low of 38,611.46 at the outset. It lost 206.53 points in the previous two sessions.

All the sectoral indices, led by healthcare, IT, teck, power and consumer durables, rose up to 2 per cent.

The NSE Nifty too gained 47.70 points, or 0.41 per cent, to 11,724.50 after touching a low of 11,654.80.

Investors built up fresh positions as September futures and options (F&O) series opened today, brokers said.

However, volatility remained as the rupee hit the 71 mark for the first time and other global markets were trading in the negative zone on worries prompted by a report that new US tariffs on China were imminent, they added.

Investors area also eyeing GDP data for April-June quarter that will be released later in the day.

Prominent gainers included Sun Pharma, Wipro, Infosys, PowerGrid, ONGC, Coal India, NTPC, Asian Paint, HUL, ITC Ltd, L&T, Kotak Bank, IndusInd Bank and Tata Steel, rising up to 2.27 per cent.

While, top losers include Yes Bank, RIL, Vedanta, Bharti Airtel, Axis Bank and HDFC Bank remained under pressure, falling up to 3.44 per cent.

Meanwhile, foreign portfolio investors (FPIs) bought shares worth a net of Rs 958.01 crore yesterday, while domestic institutional investors (DIIs) sold shares worth a net of Rs 1,598.67 crore, provisional data showed.

Elsewhere in Asia, Hong Kong's Hang Seng was down 0.98 per cent, Japan's Nikkei shed 0.17 per cent and Shanghai Composite Index fell 0.08 per cent cent in early trade.

The US Dow Jones Industrial Average ended 0.50 per cent lower yesterday.

Let 18 years be recognised as legal age for marriage for men too: Law panel

The Law Commission today suggested that 18 years should be the minimum legal age for men and women alike to get married, saying the insistence on recognising different ages of marriage between consenting adults must be abolished.

In its consultation paper on 'Reform of Family Law', the panel also said "if a universal age for majority is recognised, and that grants all citizens the right to choose their governments, surely, they must then be also considered capable of choosing their spouses".

The age of majority, 18 years, must be recognised uniformly as the legal age for marriage for men and women alike as per Indian Majority Act, 1875.

"The difference in age for husband and wife has no basis in law as spouses entering into a marriage are by all means equals and their partnership must also be of that between equals," the paper said.

The law panel was of the view that maintaining the difference of 18 years for women and 21 years for men "simply contributes to the stereotype that wives must be younger than their husbands".

The Criminal Law (Amendment) Act 2013 -- enacted after what is popularly called the 'Nirbhaya case' -- now deems any intercourse under the age of 18 years as rape, it pointed out.

"The law in such cases needs to duly consider whether criminalising all intercourse, even between the ages of sixteen-eighteen after the 2013 amendment may also have the consequence of criminalising consensual intercourse.

"The end goal of any legislative endeavour for empowerment of women or gender justice should prioritise autonomy of women," the document said.

Instead of a full-fledged report on a uniform civil code, the law panel preferred a consultation paper as it had little time at hand to bring out a comprehensive report.

Google Pixel 3 real-life photos surface online; notch-less display confirmed

At this point, there’s absolutely nothing that we don’t already know about the upcoming Google Pixel 3 XL. From hands-on photos to contents of the retail box, just about everything about Google’s next smartphone has leaked online, countless times. However, there hadn’t been much chatter about the smaller Pixel 3, until now.

A fresh batch of real-life Google Pixel 3 photos has popped up online, confirming the soon-to-be-launched smartphone’s design. According to the images, shared by 9to5Google, the back of the Pixel 3 looks pretty much identical to the larger Pixel 3 XL, complete with a matte-finish rear panel and a much-smaller glass inset up top. The right side of the smartphone features the volume rocker and the power button.

However, it’s the front panel of the smartphone that’s interesting. Why? Because it confirms that the small Pixel 3 will have a ‘regular’ display, unlike the notched panel that the Pixel 3 XL will come with. In fact, the 18:9 aspect ratio and rounded corners make the front of the Pixel 3 resemble the existing Pixel 2 XL.

In addition to the design, most of the specs of the Google Pixel 3 have also been confirmed, thanks to an app (developed bysomeone at 9to5Google) that reveals hardware specifications of smartphones. According to the screenshot of the app, Google Pixel 3 will come with a 2,915mAh battery. It’ll also have a larger (compared to Pixel 2) 5.5-inch display, but the extra tall aspect ratio will ensure the smartphone’s fairly easy to use with one hand. The smartphone will most certainly be powered by Qualcomm’s Snapdragon 845 SoC, paired with 4GB of RAM, and run stock Android 9.0 Pie out-of-the-box.

JPVL board approves hike in authorised capital, conversion of Rs 4,000 cr debt into equity

Jaiprakash Power Ventures on Friday said its board has approved the proposal to alter its memorandum of association to increase authorised share capital of the company to Rs 20,050 crore from Rs 10,050 crore, mainly to convert debt of lender into equity.

The board has approved alteration of clause V of the memorandum of association of the company to increase the authorised share capital of the company from Rs 10,050 crore to Rs 20,050 crore, a BSE filing said.

According to the statement, the board has also approved in its meeting held today the proposal to convert part of the outstanding loans of banks/financial institutions (lenders) into cumulative compulsory convertible preference shares (CCPs) or such other instrument/security as may be mutually agreed between the lenders and the company up to an amount of Rs 4,000 crore in one or more tranches under the resolution plan.

The lenders to be issued CCPs are ICICI Bank, IDBI Bank, Punjab National Bank, Central Bank of India, State Bank of India, United Bank of India, Canara Bank, Oriental Bank of Commerce, UCO Bank Edelweiss Asset Reconstruction Company, Life Insurance Corporation, Syndicate Bank, Bank of Baroda, Corporation Bank, Indian Overseas Bank, Allahabad Bank, Union Bank of India, J&K Bank Ltd, Bank of India, Dena Bank, Andhra Bank and Bank of Maharashtra.

The board has approved the proposal to issue 35.20 crore equity shares of face value of Rs 10 each by the company on preferential basis to unsecured creditors of the company.

The board also approved the proposal to amendment of the existing terms and conditions for the outstanding amount of USD 101.42 million out of the USD 200 million 5 per cent foreign currency convertible bonds (FCCBs) including downward resetting the conversion price of FCCBs at Rs 12 per equity share.

Shivpal Yadav announces newly-formed party will contest all 80 seats from Uttar Pradesh in 2019

The newly-formed Samajwadi Secular Morcha President Shivpal Singh Yadav on Friday announced that he would contest all 80 Lok Sabha seats from Uttar Pradesh in the 2019 Lok Sabha elections.

 “We will play a crucial role in uniting disgruntled parties and leaders and will play a crucial role in the formation of the next government at the Centre,” he declared while talking to media in Baghpat on Friday.

The newly-formed party will field candidates against Samajwadi Party patriarch Mulayam Singh Yadav and his son Akhilesh. Both have announced to contest coming Lok Sabha polls from Mainpuri and Kannauj respectively.

Morcha sources, however, felt that Shivpal will never field a candidate against his elder brother Mulayam Singh Yadav, depending on which side the veteran leader is on.

Though Shivpal claims that he has blessings from Mulayam, the Samajwadi patriarch has so far refrained from making any comments on his decision to form the Samajwadi Secular Morcha, a breakaway group of the parent Samajwadi Party, after being sidelined for over two years by Akhilesh Yadav.

Yadav said that he has formed the morcha to provide a platform for uniting smaller parties to come under its umbrella and bring together all disgruntled Samajwadi Party leaders who are feeling ignored and insulted under the present leadership.

Shivpal, who is Samajwadi Party MLA from Jaswantnagar in Etawah, has not quit the parent party as yet even after forming the Morcha. SP Chief AKhilesh Yadav has also not taken any decision on throwing him out of the party after his rebellion.

'Cannot burden Kapil Sharma with the responsibilty of running a show on his shoulders'

Those who have been concerned about Kapil Sharma's health, have a reason to rejoice. The comedian will soon return to the small-screen with a brand new show. Buzz is that it will premiere in the month of October and Kapil has already started working out for the same. 

Kapil didn't look ready for the grind in his last few pictures. He had reportedly undergone depression after which he gained quite a lot of weight. But, now Kapil is preparing to return with a bang. 

"I can assure my fans that I will be back soon with another season of The Kapil Sharma Show. The show has the same effect on the viewers and it would really love to take it forward. However, it is at a very initial stage, Kapil reportedly told Peeping Moon in a statement.

"For lots of reasons, my health was not in good condition. But now, I have started taking good care of my health and I am recovering too. I had gone for a small vacation and spent good quality time with my family members. This has helped me too in the recovery," he added.

He was recently spotted jogging at a beach in Mumbai and the picture has come as a huge relief for his fans -

Speaking about his comeback show, a souce told Bombay Times, "Kapil was not in India, but the makers of the show were in touch with him. He is currently in Amritsar, and is looking forward to returning to action. He has already started working out."

Kapil will reportedly return with Bharti Singh and Krushna Abhishek, who was once considered his arch-rival. 

"The trio will be working together after many years, since they branched out post 'Comedy Circus'. It will be a comedy show, but different from what they have done so far. They will perform gags and also chat with celeb guests on the show. We don't want to burden Kapil with the responsibilty of running a show on his shoulders, yet." the source further added.

The National Institute of Of Open Schooling (NIOS) has announced Diploma in Elementary Education (DEIEd) 2018 results.

The results were announced on Friday after a long gap, and candidates can now check their results here.

Last day of filing I-T returns; if you meet these criteria, then file it by midnight

Water ministry proposes new policy to regulate commercial use of water

A committee formed by the Ministry of Water Resources River Development and Ganga Rejuvenation on Friday submitted its report on 'the socio-economic impact of commercial exploitation of water by industries.

The major finding by the committee is that in the annual available groundwater, 6% is used for domestic drinking and industrial purposes. Of this, packaged and drinking water units extract 0.1% annually. A large number of licences in states have a significent number of 'over-exploited' groundwater units.

The committee has also issued a few recommendations. Firstly, they have suggested that packaged water industries should be set up on public-private partnership basis to ensure the government's role in a cost-effective manner. 
Secondly, the committee feels that imposing high tax rates on groundwater can be an effective deterrent against its indiscriminate use by industries. It is also recommended amending the Water (Prevention and Control of Pollution) Cess Act, 1977 to discourage wastage of water by industries.

The committee has also suggested that a robust national policy needs to be formulated to regulate the commercial use of water. The Indian Easement Act of 1882 that provides the right to extract groundwater should be amended to meet the present and future demand for water.

The rupee is in ICU; Modi government is in the last lap: Congress on declining currency

The Congress today blamed the "failed" economic policies of the Narendra Modi government for the depreciation of Indian rupee to a record low of Rs 71 against the dollar, adding that the country's economy was sinking under the current dispensation.

Congress chief spokesperson Randeep Surjewala said the failed "Modinomics" has dealt a body blow to the economy.

"The truth is that the Modi government has systematically weakened our economy and deliberate accidents like the 'Disaster of Demonetisation', implementation of a 'flawed' Goods and Services Tax (GST), weakening the banking sector and 'tax terrorism' are squarely responsible for this," he said.

"The rupee is in ICU. The Modi government is in the last lap. All the tall promises made by Narendra Modi during the 2014 Lok Sabha elections have disappeared from the Bhartiya Janata Party's (BJP) narrative," Surjewala said.

"What the Congress could not achieve in 60 years, Modi and his flawed economic policies have achieved in just 60 months...Poor domestic policies are the only reason for the plunging value of the rupee," he said in a statement.

Taking a dig at Union Finance Minister Arun Jaitley who had extolled the Centre's demonetisation drive in a blog recently, the Congress spokesperson said, "Finance Minister Arun Jaitley is busy writing long-winding blogs to score political points and has completely ignored the seriousness of falling rupee.

Surjewala said the Centre's policies have widened the Current Account Deficit (CAD), thereby, negatively impacting the rupee value vis-a-vis the dollar.

The CAD could go up to 2.8 per cent of the GDP for the current fiscal, compared to 1.9 per cent in the last fiscal due to widening trade deficit, he said.

"The rupee has lost almost 10 per cent of its value in 2018 itself. It has become Asia's weakest currency under the Modi dispensation," Surjewala said.

The Congress leader also alleged that foreign investors were consistently losing confidence in government policies and the incoming "Foreign Direct Investment (FDI) since April, 2018 is on a downward spiral".

The Reserve Bank of India (RBI) annual report, 2017, he said, testified that net exports have dipped since the Modi government took over.

Surjewala added that with imports expected to become costlier due to the exchange rate, one could expect a higher oil import bill in the future, thus translating into higher prices of petrol and diesel.

DGCA rules out foul play in Rahul Gandhi's plane snag during Karnataka campaign

Congress president Rahul Gandhi survived a plane crash during his election campaign, according to a report prepared by the Director General of Civil Aviation (DGCA). The report, however, said that no foul play was involved.

According to a report in The Economic Times, Rahul's plane made an emergency landing on April 26 while going to Karnataka for election campaign.

However, the DGCA has ruled out any conspiracy, India Today reported.

Sources in the DGCA say that the probe shows the aircraft had developed a snag while it was on auto-pilot mode and it veered sharply to one side.

Earlier, the Congress party filed a police complaint after an aircraft carrying party president Rahul Gandhi suffered a serious malfunction and alleged that it endangered the life of the passengers.

A complaint with the Karnataka DGP Smt Neelmani N Raju has been filed by Kaushal Vidyarthee who was travelling with the Congress president in a special flight from New Delhi to Hubli.

The other passengers who were travelling were - Mr. Rampreet, Mr. Rahul Ravi and Mr. Rahul Gautam (SPG Officer).

The Directorate General of Civil Aviation, however, said that it was a snag of autopilot mode and pilot shifted to manual and landed safely.

"Such autopilot incidents are not uncommon. For any VIP flight, DGCA examines in detail. We shall do here also," the DGCA said.

Vidyarthee, in a complaint, said that 'unexplained technical failures' occurred during the course of a flight, and added, 'shuddering and altitude dipping was not natural or weather-related'.

Google's AI to predict earthquake aftershocks

Scientists at Harvard University and Google have used an artificial intelligence (AI) system to analyse a database of earthquakes from around the world to predict where aftershocks might occur.

Earthquakes typically occur in sequences: an initial "mainshock" is often followed by a set of aftershocks, said Phoebe DeVries, a post-doctoral fellow at Harvard University in the US.

Although these aftershocks are usually smaller than the main shock, in some cases, they may significantly hamper recovery efforts.

Although the timing and size of aftershocks has been understood and explained by established empirical laws, forecasting the locations of these events has proven more challenging.

"We teamed up with machine learning experts at Google to see if we could apply deep learning to explain where aftershocks might occur," DeVries wrote in a Google blog post.

"We started with a database of information on more than 118 major earthquakes from around the world," she said.

From there, the team applied a neural net to analyse the relationships between static stress changes caused by the mainshocks and aftershock locations.

The algorithm was able to identify useful patterns, DeVries said.

The end result was an improved model to forecast aftershock locations and while this system is still imprecise, it is a motivating step forward, she said.

Machine learning-based forecasts may one day help deploy emergency services and inform evacuation plans for areas at risk of an aftershock.

When the researchers applied neural networks to the data set, they were able to look at the specific combinations of factors that it found important and useful for that forecast, rather than just taking the forecasted results at face value.

This opens up new possibilities for finding potential physical theories that may allow better understand of natural phenomena, they said.

"We are looking forward to seeing what machine learning can do in the future to unravel the mysteries behind earthquakes, in an effort to mitigate their harmful effects," DeVries said.

Damon Herriman to deliver double whammy by playing Charles Manson in 'Mind Hunter' and 'Once Upon...'

Actor Damon Herriman, who is all set to play Charles Manson in Quentin Tarantino's next, is also portraying the same character in the second season of David Fincher's Netflix series Mindhunter.

Two days ago, the 48-year-old actor, who had a recurring role on FX's Justified, was roped in by Tarantino to play the cult leader of the quasi-commune Manson Family in his film Once Upon a Time in Hollywood.

According to Collider, Fincher's Mindhunter has also picked up Herriman as their Charles Manson for its upcoming season.

However, neither Netflix nor anyone from Fincher's team have confirmed the news. But the report says it is a done deal.

It is also reported that Herriman has already filmed scenes as the serial killer for "Mindhunter" that follows two FBI agents who begin interviewing imprisoned murderers, which leads to the term "serial killer" being coined.

Tarantino's film, featuring Leonardo DiCaprio, Brad Pitt and Margot Robbie in lead roles, is about the murder of Sharon Tate and others at hands of the Manson Family.

The story is set in Los Angeles in 1969 and follows Rick Dalton (DiCaprio), the former star of a Western TV series, and his longtime stunt double, Cliff Booth (Pitt), who are struggling to make it in Hollywood. Rick has a famous next-door neighbour: Sharon Tate (Robbie).

Keep your 'Popular Movie' category, Chadwick Boseman wants 'Best Picture' Oscar for 'Black Panther'

The Black Panther team is not interested in the new Oscar category of 'popular film', it is rooting for the 'best picture' award.

A new category called 'outstanding achievement in popular film' has been introduced in the Oscars for the upcoming 91st edition. Marvel actor Chadwick Boseman is concerned that this new category might affect his critically acclaimed blockbuster's prospects for the most prestigious Oscar of all 'best picture'.

In an interview with The Hollywood Reporter, Boseman said that since he does not know anything about the new category, he is not sure whether he should be happy about it or not. He stated that they are not pursuing the popular Oscar, they are campaigning for the 'best picture'.

Boseman further said that the introduction of the popular Oscar category should not keep Academy members from nominating the same film in the best picture Oscar category. "A good movie is a good movie," he said.

Boseman even listed out all the reasons that make the film special, he said, "What we did was very difficult. We created a world, we created a culture, we had to create a religion, a spirituality, a politics; we had to create an accent; we had to pull from different cultures to create clothing styles and hairstyles. It's very much like a period piece. "

Challenging all the other films that might compete against Black Panther in the Academy Awards, Boseman said, "I dare any movie to try to compare to the (level of) difficulty of this one."

Oscars, also known as the Academy Awards, are a set of 24 awards for artistic merit in the American film industry, given annually by the Academy of Motion Picture Arts and Sciences (AMPAS).

The aim is to recognise outstanding achievements in cinema as assessed by the Academy's voting membership.
